Laya Madduri IAS empanelled as Joint Secretary at the Centre
Ms. Laya Madduri IAS (Assam Meghalaya 2010) has been empanelled for holding the post of Joint Secretary or equivalent at the Centre.
Ms Laya Madduri (IAS) is a seasoned civil servant of the Assam cadre known for her strong academic background and wide-ranging administrative experience across district governance, public finance, and policy formulation. She completed her B.E. (Hons.) in Mechanical Engineering from Birla Institute of Technology and Science, Pilani with first-class distinction, and later pursued an M.A. in Public Policy from Indira Gandhi National Open University, also securing first class. This combination of technical and policy education has shaped her analytical and governance approach throughout her career.
She began her journey in the Indian Administrative Service with foundational field roles such as Assistant Commissioner in Nagaon and Sub-Divisional Officer (Civil) in Majuli, where she gained hands-on experience in land revenue management and grassroots administration. Her early tenure also included serving as Additional Deputy Commissioner in Majuli and Project Director in Jorhat, where she worked closely on rural development initiatives, strengthening her understanding of local governance challenges and development mechanisms.
Ms. Madduri’s leadership capabilities became more evident during her tenure as Deputy Commissioner in key districts of Assam, including Sonitpur, Dibrugarh, and Cachar. In these roles, she was responsible for district administration, law and order, revenue management, and implementation of government schemes. Her work at the district level provided her with deep insights into governance delivery and public service systems, reinforcing her reputation as an effective field administrator.
Transitioning from district administration to policy-making roles, she served as Joint Secretary and later as Deputy Secretary in the Finance Department of Assam, where she handled important financial matters and contributed to fiscal management at the state level. Simultaneously, she also held responsibilities in the Science and Technology Department and Cultural Affairs Department, reflecting her versatility and ability to manage diverse portfolios. Her appointment as Secretary in the Finance Department as well as the Science and Technology Department marked a significant milestone, placing her at the helm of key policy decisions and administrative leadership in the state government.
In addition, she briefly served as Officer on Special Duty in the Chief Minister’s Secretariat, gaining exposure to high-level executive decision-making and coordination. She also contributed to the agriculture sector as State Project Director of the Assam Rural Infrastructure and Agricultural Services Project (ARIASP), where she was involved in enhancing rural infrastructure and agricultural productivity.
Currently, Ms. Madduri serves as Director in the Department of Economic Affairs under the Ministry of Finance, Government of India, where she is engaged in national-level financial and economic policymaking. This role signifies her transition from state-level governance to the central policymaking framework, where her experience continues to contribute to broader economic strategies.
Overall, her career reflects a well-balanced blend of grassroots administrative experience and high-level policy expertise. With a strong command over finance, governance, and development sectors, she stands out as a dynamic officer contributing effectively to public administration and policy in India.
