Ms. Laya Madduri IAS (AM 2010) has been appointed Joint Secretary- Department of Economic Affairs for a combined tenure of five years upto 03/04/2030 by temporarily upgrading the post held by the officer from DS/Dir level to JS level in the Department for an initial period of two years.

Ms. Laya Madduri, an Indian Administrative Service officer, represents a fine blend of technical excellence and policy-oriented governance. She holds a Bachelor of Engineering (Hons.) in Mechanical Engineering from Birla Institute of Technology and Science, Pilani, graduating with First Class distinction. Further strengthening her academic profile, she pursued a Master’s degree in Public Policy from Indira Gandhi National Open University, also securing First Class. This combination of engineering precision and policy insight has shaped her approach to administration, enabling a structured yet adaptive style of governance.
Over the years, Ms. Madduri has built a distinguished career across both state and central assignments, with a notable focus on finance, economic policy, and development administration. Her current role as Joint Secretary in the Department of Economic Affairs under the Ministry of Finance, Government of India, marks a significant milestone. Earlier roles, including Officer on Special Duty in the Chief Minister’s Secretariat and Joint Secretary in the state Finance Department, offered her exposure to policy coordination and executive decision-making. Her initial postings as Sub-Divisional Officer and Assistant Commissioner further strengthened her grounding in revenue administration and public service delivery.
