Dr. Krishna Kumar Dwivedi IAS (Assam Meghalaya 1996) presently Additional Chief Secretary to the Hon’ble Chief Minister, Assam , Additional Chief Secretary – Power (E) Department, Chairman- AEGCL with additional charge as Additional Principal Resident Commissioner- Assam Bhawan, New Delhi has been given the additional charge as Chairman- APDCL , Assam.
Dr. Krishna Kumar Dwivedi IAS is a senior Indian Administrative Service officer of the Assam cadre, known for his wide-ranging administrative experience, deep academic grounding, and sustained contributions to governance at both the state and central levels. A distinguished scholar-administrator, he combines academic excellence with decades of hands-on public administration across key development, personnel, infrastructure, and industrial sectors.
Academically, Dr. Dwivedi holds a Graduate degree in Philosophy (First Class) and a Postgraduate degree in History (First Class) from Allahabad University, reflecting a strong foundation in humanities and analytical thinking. He further enhanced his professional skill set with a Certificate Course in Computers from IGNOU. His academic journey culminated in the award of a Ph.D. in Art from Allahabad University, underscoring his rare blend of administrative leadership and scholarly accomplishment.
Currently, Dr. Dwivedi is serving as Principal Secretary, Department of Personnel, Assam, along with the additional charge of Principal Secretary, Power Department, Assam. In these critical roles, he oversees personnel management, administrative reforms, cadre management, and power sector policy and operations. His leadership has been instrumental in strengthening institutional frameworks, improving governance processes, and ensuring effective coordination across departments.
Before assuming his present responsibilities, Dr. Dwivedi served on central deputation in the Ministry of Skill Development & Entrepreneurship, Government of India, where he held the positions of Joint Secretary and later Additional Secretary. During this tenure, he played a significant role in policy formulation, programme implementation, and inter-ministerial coordination related to skilling initiatives, workforce development, and institutional capacity building at the national level.
At the state level, Dr. Dwivedi has held multiple senior positions, including Principal Secretary in departments such as Skill Development & Entrepreneurship, Transport, Industry & Commerce, Mines & Minerals, and Hydrocarbons. His tenure in these departments was marked by a focus on policy coherence, industrial facilitation, infrastructure development, and employment generation. He also served as Managing Director (Hydrocarbons), contributing to the strategic management of Assam’s energy resources.
His earlier roles as Commissioner & Secretary in departments including Administrative Reforms & Training, Personnel & Training, Science & Technology, Information Technology, Environment & Forests, Irrigation, and Industries & Commerce reflect his versatility and deep familiarity with governance across diverse sectors. Notably, his association with administrative reforms and personnel management strengthened capacity-building initiatives and improved service delivery mechanisms within the state administration.
Dr. Dwivedi’s field experience is equally extensive and impactful. He has served as Deputy Commissioner of Tinsukia and Sivasagar districts, where he was responsible for district administration, development programmes, law and order, and disaster management. His grassroots exposure began with roles such as Assistant Commissioner, Sub-Divisional Officer (Civil), and Additional Deputy Commissioner in several districts of Assam, providing him with a strong understanding of local governance, rural development, and public service delivery.
In the development sector, he has served as Chief Executive Officer in the Water Resources sector and as Commissioner, Panchayat & Rural Development, contributing significantly to decentralized governance, rural infrastructure, and community-driven development initiatives. His involvement with Sarva Shiksha Abhiyan (SSA) and the Education Department further highlights his role in strengthening education planning and implementation frameworks in the state.
