Indian Bureaucracy News, Jammu, August 05, 2025 | The Jammu & Kashmir administration has carried out a major bureaucratic reshuffle, transferring 14 senior officers, appointing a new CEO for the Shri Mata Vaishno Devi Shrine Board, and naming new DCs for six districts.
The Jammu and Kashmir administration has ordered a major reshuffle, transferring ten (10) senior IAS officers and four (04) JKAS officers across the Union Territory. Shri Anshul Garg IAS has been appointed as Divisional Commissioner, Kashmir, moving from his role as CEO of the Shri Mata Vaishno Devi Shrine Board, which will now be headed by Shri Sachin Kumar Vaishya of AGMUT 2015 batch. The J&K Services Selection Board will be chaired by Shri Vikas Kundal IAS officer of 2013 batch of the cadre.
Key appointments include a new Secretary in the Civil Aviation Department, a Special Secretary in the Finance Department, and fresh postings for Deputy Commissioners in Jammu, Kathua, Kupwara, and Samba. JKAS officers have been assigned as Deputy Commissioners for Bandipora, Poonch, and Kathua. The detailed list of officers and their postings is provided below.
- Shri Naveen S L IAS (AGMUT 2012), presently Secretary, Transport Department, is transferred and appointed as Secretary – Civil Aviation Department, with additional charge of Commissioner – Civil Aviation, relieving Dr Shahid Iqbal Choudhary IAS (AGMUT 2009) from the additional charge.
- Shri Anshul Garg IAS (AGMUT 2013), presently Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, is transferred and appointed as Divisional Commissioner – Kashmir.
- Shri Vikas Kundal IAS (AGMUT 2013), presently Deputy Commissioner, Poonch, is transferred and appointed as Chairman – Jammu & Kashmir Services Selection Board (JKSSB).
- Smt Avny Lavasa IAS (AGMUT 2013), presently awaiting posting, is appointed as Secretary – Transport Department, J&K.
- Shri Gurpal Singh IAS (AGMUT 2014), presently Director, Social Welfare, Jammu, is transferred and appointed as Managing Director – Jammu Power Distribution Corporation Limited.
- Shri Sachin Kumar Vaishya IAS (AGMUT 2015), presently Deputy Commissioner, Jammu, is transferred and appointed as Chief Executive Officer – Shri Mata Vaishno Devi Shrine Board, replacing Shri Anshul Garg IAS.
- Shri Anil Banka IAS (AGMUT 2015), presently awaiting posting, is appointed as Special Secretary – Finance Department, J&K.
- Shri Shrikant Balasaheb Suse IAS (AGMUT 2016), presently Managing Director, Jammu Power Distribution Corporation Limited, is transferred and appointed as Deputy Commissioner – Kupwara.
- Dr Rakesh Minhas IAS (AGMUT 2016), presently Deputy Commissioner, Kathua, is transferred and appointed as Deputy Commissioner – Jammu.
- Smt Ayushi Sudan IAS (AGMUT 2017), presently Deputy Commissioner, Kupwara, is transferred and appointed as Deputy Commissioner – Samba.

- Smt Indu Kanwal JKAS (2008), presently Chairman, JKSSB, is transferred and appointed as Deputy Commissioner, Bandipora.
- Shri Ashok Kumar Sharma JKAS (2010), presently Special Secretary, Labour and Employment Department, is transferred and appointed as Deputy Commissioner, Poonch.
- Shri Manzoor Ahmad Qadri JKAS (2008), presently Deputy Commissioner, Bandipora, is transferred and is awaiting further posting orders under General Administration Department (GAD).
- Shri Rajesh Sharma JKAS, presently Deputy Commissioner, Samba, is transferred and appointed as Deputy Commissioner, Kathua.
