Mr. Khobragade began his diplomatic career with postings at the Indian Embassies in Moscow (Russia) and Almaty (Kazakhstan), where he played an active role in strengthening India’s bilateral relations with two strategically important nations. His association with Spain is also well-rooted, as he earlier served in the Indian Embassy in Madrid before returning as India’s Ambassador, a testimony to his strong understanding of Spain’s culture, politics, and economy. He also served as India’s Ambassador to Kyrgyzstan, where he worked to expand bilateral cooperation in trade, development partnerships, and regional connectivity.
In India, Mr. Khobragade has handled diverse and critical portfolios. As Deputy Secretary and later Director in the Disarmament & International Security Affairs (D&ISA) Division of the Ministry of External Affairs, he contributed to India’s engagement on global disarmament and non-proliferation issues. His role as Joint Secretary of the West Africa Division further highlighted his versatility, as he led India’s outreach in a region of growing geopolitical importance. He also served as Joint Secretary (External Relations) in the Department of Atomic Energy, handling sensitive matters of international cooperation in the nuclear and energy domains.
A major highlight of his career was his leadership of the Passport Seva Programme (PSP) Division of the Ministry of External Affairs. Under his stewardship, the PSP became one of India’s most successful citizen-centric initiatives, revolutionizing passport services across the country through digital transformation, improved efficiency, and enhanced accessibility. This achievement remains a landmark in public service delivery.
Before assuming his current role in Spain, Mr. Khobragade served as India’s Ambassador to ASEAN in Jakarta, Indonesia.
