Dr Heera Lal IAS (Uttar Pradesh 2016), presently State Nodal Officer, Prime Minister Agriculture Irrigation Scheme, is transferred and appointed as Commissioner and Director – Cooperative Societies, Uttar Pradesh.
Dr. Hira Lal holds a Ph.D. in Governance and Development from UPTU Lucknow, a testament to his strong academic foundation and evidence-based administrative style. With a reputation for result-oriented leadership, he brings with him a wealth of experience from diverse sectors.
He has served as Special Secretary and Director in the Irrigation and Water Resources Department since September 2023, contributing to the modernization of irrigation systems and sustainable water resource planning. Prior to this, he held the role of Additional Managing Director at the National Rural Health Mission (Uttar Pradesh) from February 2020, where he effectively combined district administration with critical health sector reforms.
