Dr. Hifzur Rahman is an accomplished career diplomat and India’s first Resident Ambassador to the Republic of Chad, serving since May 1, 2023. Before his current posting, he served for two years as Director of the Latin American and Caribbean (LAC) Division at the Ministry of External Affairs (MEA) in New Delhi. This role provided him with a strategic platform to advance India’s partnerships in the Latin American region, while coordinating multilateral and bilateral initiatives. Before that, from November 2005 to September 2007, he functioned as Officer on Special Duty (OSD) in the Gulf Division of MEA, and from June 2001 to August 2002 he served as Attaché (Gulf Division) in the ministry. He joined the Ministry of External Affairs on June 1, 2001, after an impressive academic foundation that laid the groundwork for his diplomatic finesse.

Dr. Rahman’s educational credentials reflect deep scholarly achievement. He holds a Doctorate (Ph.D.) and Master’s degree in Arabic Literature, along with a BA (Honours) in History, English and Arabic Literature. Additionally, he has completed an Advanced Diploma in Modern Arabic and a Post-Graduate Diploma in Journalism. He also qualified the National Eligibility Test (NET) and Junior Research Fellowship (JRF) conducted by the University Grants Commission of India.
