Indian Bureaucracy News, Chandigarh, September 06, 2025| In an important bureaucratic reshuffle, the Haryana government has reassigned many departments with directly public interface to its senior IAS officers, including Additional Chief Secretaries (ACS) — among the highest-ranking positions in the state cadre.
The move is more than routine. It reflects an attempt to balance continuity with focus on critical domains such as health, transport, education and social welfare, while simultaneously coping with a deep shortage of officers.
Haryana currently has only 171 IAS officers against a sanctioned strength of 215, a deficit that has stretched the administrative machinery thin. The shortfall has meant that senior officers of ACS and Principal Secretary rank often juggle two or three departments at once. Divisional Commissioners, who traditionally anchor regional governance, are also frequently tasked with managing state-level portfolios at headquarters. To plug this gap, the state government had requested the Centre last year to allocate at least 10 new IAS officers, but the demand remains unmet.
Against this backdrop, the latest reshuffle appears less about wholesale change and more about reconfiguring limited resources for maximum efficiency. By redistributing portfolios and assigning additional responsibilities, the government is seeking to improve delivery in sectors that directly affect citizens’ lives. It is, in effect, an exercise in administrative triage — ensuring that no critical department is left without senior oversight, though it comes at the cost of adding to an already overstretched state bureaucracy.

- Shri T L Satyaprakash IAS (Haryana 2002), presently Commissioner & Secretary, Mines & Geology Department, Haryana, with additional charge of Commissioner &
Secretary, Transport Department, Haryana, is given additional charge of Commissioner & Secretary – Women & Child Development Department, Haryana, relieving Shri Sudhir Rajpal IAS (Haryana 1990), of the charge. - Shri Phool Chand Meena IAS (Haryana 2004), presently Commissioner, Rohtak Division, Rohtak, given additional charge of Commissioner & Secretary – Human Resources Department, Haryana, relieving Shri C G Rajini Kanthan IAS (Haryana 2004), of the charge.
