Shri Harsh Mangla IAS (Jharkhand 2008 batch) is a distinguished civil servant with a strong academic and professional foundation. He holds a B.Com (Honours) from Delhi University, PG DAV College, and has pursued professional qualifications as a Chartered Accountant from the Institute of Chartered Accountants of India, New Delhi. He further enriched his expertise with an M.A. in Public Policy & Management from Indira Gandhi National Open University, New Delhi, and successfully completed certificate courses in Procurement and Contract Act from The World Bank, securing top honors with distinction.
Shri Mangla has served in diverse administrative and leadership roles across the Government of India and the Government of Jharkhand. At the national level, he is currently Director in the Ministry of Health & Family Welfare, New Delhi, where he is involved in policy formulation and implementation of health programs. In the Jharkhand cadre, he has held key positions including Director, School Education Department; Tribal Welfare Commissioner; Deputy Commissioner of Garhwa and Godda districts; and Joint Secretary, SC/ST Welfare Department.
In addition to his core responsibilities, Shri Mangla has also handled important additional charge assignments, such as Inspector General (Jails), Director in Housing & Urban Development Department, and Administrator at Central Co-operative Bank Ltd., Dumka, showcasing his versatility and commitment to public service.
