G Venkatesh ICoAS appointed Joint Secretary- Department of Chemicals & Petrochemicals

Shri G Venkatesh ICoAS (1997) has been appointed as Joint Secretary- Department of Chemicals & Petrochemicals for a tenure of five years vice Shri Deepak Mishra IFoS (KL 1996).

The position of Joint Secretary in the Department of Chemicals and Petrochemicals is a senior-level role in the Government of India, functioning under the Ministry of Chemicals and Fertilizers. Typically held by an officer of the Indian Administrative Service or other All India/Central Services, the Joint Secretary (JS) plays a critical role in policy formulation, implementation, and administration related to the chemicals and petrochemicals sector, which is a key driver of industrial growth in the country.

The Department of Chemicals and Petrochemicals is responsible for planning, development, and regulation of the chemical and petrochemical industries in India. In this context, the Joint Secretary oversees specific divisions such as petrochemicals, polymers, synthetic fibers, or chemical promotion. The role involves handling complex policy matters that directly impact industrial production, investment, sustainability, and global competitiveness.

One of the primary responsibilities of the Joint Secretary is policy formulation and implementation. The JS is involved in drafting policies that promote the growth of the chemical and petrochemical sector, encourage domestic manufacturing, and attract foreign investment. This includes working on initiatives aligned with national programs such as Make in India and Atmanirbhar Bharat. The officer ensures that policies are effectively implemented and periodically reviewed to address emerging challenges and opportunities in the sector.

The Joint Secretary also plays a significant role in coordination and stakeholder engagement. The position requires close interaction with various ministries, state governments, public sector undertakings, private industry players, and international organizations. This coordination is essential for ensuring seamless policy execution, resolving inter-ministerial issues, and promoting industry-friendly reforms. The JS may also represent the department in national and international forums, conferences, and negotiations related to chemicals and petrochemicals.

Another key aspect of the role is monitoring and evaluation. The Joint Secretary supervises the implementation of schemes and projects, tracks their progress, and ensures that targets are met within stipulated timelines. This includes oversight of major investment projects, industrial clusters, and infrastructure initiatives aimed at boosting the sector. The JS also reviews data and performance indicators to assess the impact of policies and recommend necessary adjustments.

Regulatory oversight is an important function of the Joint Secretary. The chemicals sector involves handling hazardous substances, environmental concerns, and safety standards. The JS ensures compliance with national and international regulations related to chemical safety, environmental protection, and industrial standards. Coordination with regulatory bodies and adherence to global conventions are integral to this responsibility.

In addition, the Joint Secretary is responsible for administrative functions within their division. This includes managing budgets, supervising officers and staff, and ensuring efficient functioning of the department. The JS also contributes to capacity building by promoting training and skill development initiatives for personnel working in the sector.

The role requires a deep understanding of both governance and industry dynamics. Officers appointed as Joint Secretaries typically have over two decades of administrative experience, including exposure to economic policy, industrial development, and public administration. Strong analytical skills, decision-making ability, and leadership qualities are essential for handling the complexities of the sector.

The Joint Secretary in the Department of Chemicals and Petrochemicals serves as a key policymaker and administrator, bridging the gap between government objectives and industry needs. By promoting growth, ensuring regulatory compliance, and fostering innovation, the JS contributes significantly to strengthening India’s chemical and petrochemical industry and supporting the country’s broader economic development goals.
