The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that a budgetary allocation of Rs. 996.00 crore (Rs. 900.00 crore for Plan Schemes and Rs. 96.00 for Non-Plan Schemes) has been made for the Department of Sports during the current financial year.

The Ministry of Youth Affairs and the Sports Authority of India are implementing a number of schemes aiming at mass participation in sports and achieving excellence in sports for development of youth in the country including Rajasthan. Major schemes being implemented by the Ministry of Youth Affairs & Sports are: Rashtriya Yuva Sashaktikaran Karyakaram, National Service Scheme, Rajiv Gandhi National Institute of Youth Development, Scheme of Assistance to National Assistance Federations, National Sports Development Fund, Scheme of Human Resource Development in Sports, Scheme of Special Cash Awards for Winners of medals in international sports events and their coaches, Scheme of Pension to Meritorious Sportspersons, Scheme of National Sports Awards, viz, Rajiv Gandhi Khel Ratna, Arjuna Awards, Dronacharya Awards, Dhyanchand Awards, Scheme of Sports & Games for Persons with Disabilities. A new scheme, known as Khelo India – National Program for Development of Sports, which comprises of 3 major components, namely Annual Competitions, Talent Search and Sports Infrastructure, has been launched for implementation during 2016-17. Major schemes being implemented by Sports Authority of India (SAI) are: National Sports Talent Contest (NSTC), Army Boys Sports Companies (ABSC), Special Area Games (SAG), SAI Training Centres (STC), Centres of Excellence (COX) and SAI National Sports Academies.

During the course of discussions in the 2nd meeting of All India Council of Sports (AICS) held on 19.4.2016, it was suggested that Indian Olympic Association (IOA) and National Sports Federations (NSFs) should arrange for medical insurance scheme for its national medal winners and international sportspersons. It was decided in the meeting of AICS to take up the proposal with IOA and NSFs to provide medical insurance coverage to all national medal winners and international sportspersons.

There is no proposal at present on the part of the Ministry of Youth Affairs & Sports for providing medical insurance to national/international level sportspersons of the country, as sportspersons undergoing training at coaching camps organized at

Sports Authority of India (SAI)’s Centres prior to their participation in international sports events are already covered under the Ministry’s scheme of Assistance to National Sports Federations (NDFs), wherein the campers are provided with medical insurance policy for Rs. 5 lakh, personal accident policy (disability/death) for Rs. 25 lakh. Further, sportspersons going abroad for participation in international sports events are also covered under insurance. Further, all Regional Directors of Sports Authority of India (SAI) centres have been delegated powers to ensure that every trainee under SAI’s various schemes.
