Shri Dushyant Nariala is a distinguished Indian Administrative Service (IAS) officer of the West Bengal cadre whose illustrious career spans more than three decades of exemplary public service. Renowned for his administrative acumen, policy expertise, and institution-building capabilities, he has held several key leadership positions in the Government of West Bengal as well as the Government of India. His contributions across governance, disaster management, education, personnel administration, district administration, and civil services training have earned him wide recognition as one of the State’s most accomplished civil servants.

Academically, Shri Nariala possesses a strong multidisciplinary foundation. He holds a Bachelor of Science (B.Sc.) in Physics from Kurukshetra University and a Bachelor of Laws (LL.B.), a combination that has enriched his analytical, legal, and administrative abilities throughout his career.

Currently, Shri Nariala serves as the Chairman of the Satyendra Nath Tagore Civil Services Study Centre and the Director General of the Netaji Subhas Administrative Training Institute (NSATI), West Bengal. These prestigious assignments place him at the forefront of capacity building and administrative excellence in the State. As Chairman of the Civil Services Study Centre, he guides one of West Bengal’s premier institutions dedicated to preparing aspirants for the Civil Services Examination and nurturing future public leaders. Simultaneously, as Director General of NSATI, he oversees the training and professional development of officers across various government services, fostering innovation, leadership, ethical governance, and administrative reforms.

Before assuming these responsibilities, Shri Nariala briefly served as the Chief Secretary to the Government of West Bengal, the highest-ranking civil servant in the State. As Chief Secretary, he coordinated policy implementation across departments, advised the State Government on critical administrative matters, and ensured efficient governance through effective inter-departmental coordination. His tenure reflected his deep understanding of public administration and his ability to manage complex governance challenges.

He has also served as Additional Chief Secretary, North Bengal Development Department, where he has played an important role in accelerating socio-economic development, infrastructure creation, regional planning, and balanced growth across North Bengal. Alongside this assignment, he has held additional responsibilities as Principal Secretary, Gorkhaland Territorial Administration, Additional Chief Secretary, Correctional Administration Department, and Principal Secretary, Irrigation & Waterways Department, demonstrating the confidence reposed in his leadership by the Government of West Bengal.

One of the defining phases of Shri Nariala’s career was his tenure as Principal Secretary, Disaster Management and Civil Defence Department from 2020 to 2024. During this period, he spearheaded disaster preparedness, emergency response mechanisms, mitigation strategies, and resilience-building initiatives in a State that frequently encounters cyclones, floods, and other natural disasters. His leadership strengthened institutional preparedness and enhanced coordination among various response agencies.

His extensive experience also includes serving as Secretary, School Education Department, Secretary, Labour & Employment Department, and Secretary, Paschimanchal Unnayan Affairs Department, where he contributed to policy formulation, programme implementation, educational reforms, labour welfare, and regional development initiatives. Earlier, he also handled important responsibilities in the Personnel and General Administration Department, contributing to administrative reforms and governance modernization.

At the national level, Shri Nariala served at the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, first as Deputy Director (Senior) and subsequently as Joint Director. During his tenure at India’s premier civil services training institution, he played a significant role in the training and mentoring of IAS officers and other civil servants, contributing to the development of future administrative leadership for the country.

His field-level administrative experience is equally impressive. Shri Nariala served as District Magistrate of Purba Medinipur and later District Magistrate of Paschim Medinipur, where he led district governance, development programmes, law and order management, disaster response, and implementation of flagship government schemes. Earlier, he served as Additional District Magistrate, North 24 Parganas, Additional Executive Officer, Cooch Behar, and in various sub-divisional administrative assignments, gaining valuable grassroots governance experience that laid the foundation for his subsequent leadership roles.

Throughout his distinguished career, Shri Dushyant Nariala has consistently demonstrated a commitment to transparent governance, administrative innovation, institutional strengthening, and citizen-centric public service. His ability to successfully lead diverse departments ranging from disaster management and education to personnel administration, irrigation, regional development, and civil services training reflects his exceptional versatility and depth of administrative experience.
