Prof. (Dr.) Naresh Jindal has assumed the charge as Vice-Chancellor, LUVAS (Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar).
Established on December 1, 2010, the Lala Lajpat Rai University of Veterinary and Animal Sciences (LUVAS), Hisar, stands as a landmark institution dedicated exclusively to the advancement of veterinary and animal sciences in Haryana and beyond. Formed under the Haryana Act No. 7 of 2010, LUVAS was named in honor of Lala Lajpat Rai, a freedom fighter, social reformer, and legal luminary popularly known as Punjab Kesri, who once served Hisar Municipality.
The roots of LUVAS can be traced back to the College of Veterinary Sciences, which has a rich legacy of over 60 years, originally established in Lahore and later relocated to Hisar. Formerly a part of CCS Haryana Agricultural University, it has now evolved into a full-fledged, independent university with a clear focus on veterinary education, research, and extension services. The College of Animal Sciences has been merged with the College of Veterinary Sciences to consolidate academic strength.
Haryana’s Livestock Legacy
Animal husbandry has always been at the heart of Haryanvi culture. Haryana is home to valuable livestock breeds like the Murrah buffalo, also called “Black Gold,” and elite cattle breeds like Hariana and Sahiwal. With just 2.5% of India’s bovine population, Haryana contributes over 5.5% of milk to the national pool. The state’s per capita milk availability is more than twice the national average. The livestock sector contributes over 30% to Haryana’s agricultural GDP, providing a vital livelihood to rural communities.
Despite its significance, the sector has lagged in technological adoption and productivity. Limited research, outdated husbandry practices, and low funding have hindered growth. Recognizing these challenges, LUVAS was established to rejuvenate veterinary education and unlock the full potential of Haryana’s livestock wealth.
Infrastructure and Academic Excellence
LUVAS currently operates from the campus of CCS HAU, Hisar, offering BVSc & AH, MVSc, and Ph.D. programs. It houses modern infrastructure like the Veterinary Clinical Complex (offering 24/7 services), an ambulatory clinic, central lab, animal research farms, disease-free small animal house, and Diploma programs in Livestock Development and Veterinary Laboratory Technology.
Additionally, seven disease investigation labs across the state and the Haryana Pashu Vigyan Kendra at Uchani (Karnal) ensure diagnostic support, surveillance, and clinical services across regions.
A Visionary New Campus
To accommodate future growth, the Haryana Government has allocated 1000+ acres on the Hisar–Chandigarh highway for building an ultra-modern LUVAS campus. Launched on 15th August 2011, the new green campus will be environmentally sustainable, vertically expanded, and equipped with world-class teaching, research, residential, and recreational infrastructure aligned with the Vision 2030 plan.
Future-Ready Plans
LUVAS is rapidly expanding into areas such as Fisheries, Dairy Technology, Animal Biotechnology, and Livestock & Rural Management. Plans are underway to establish a BSL-3 super-specialty diagnostic and epidemiological lab and to launch a BSc in Animal Biotechnology. The university is working in close coordination with state departments to ensure technology transfer from lab to field, thereby improving the productivity and profitability of animal rearing.
LUVAS continues to serve as a beacon of veterinary advancement, aiming to raise veterinary education in India to international standards, while uplifting the rural economy and improving animal health and welfare across the region.
