Dr. Jitendra Singh, the Union Minister of State for various ministries including Science & Technology, launched the dedicated web portal for the Swachhata Special Campaign 3.0. The portal, https://scdpm.nic.in, will serve as a platform for monitoring the Swachhata campaign.

Dr. Singh highlighted that the launch of this special campaign coincides with a time of national optimism following the success of the G20 Summit and India’s achievements in space missions, including Chandrayaan-3 and the Aditya L1 solar mission.

He emphasized that the Swachhata campaign, which was initiated by Prime Minister Narendra Modi in August 2014, has achieved significant milestones including a shift in work culture, increased digitization of file work through the eOffice portal, and the efficient utilization of open spaces. Dr. Singh praised PM Modi for transforming the Swachhata campaign into a mass movement, turning it into a social reform movement that resonated with the people.

He called upon all citizens, especially the media, to contribute to creating awareness about cleanliness. He mentioned that the Department of Administrative Reforms and Public Grievances (DARPG) has compiled a compendium of 300 best practices to be implemented by all Government Ministries and Departments, emphasizing a ‘Whole of Government’ and ‘Whole of Science’ approach.

The Special Campaign 3.0 will have a preparatory phase from September 15 to September 30, 2023, during which Ministries/Departments will identify pending tasks in selected categories and finalize the campaign sites.

The main campaign will run from October 2 to October 31, 2023, focusing on cleanliness and reducing pending tasks in government offices with a saturation approach. Field/outstation offices responsible for service delivery or having public interface will be a primary focus along with Ministries/Departments and their attached/subordinate offices. DARPG is the nodal department for implementing Special Campaign 3.0. The launch ceremony was attended by nodal officers of public grievances and appellate authorities from all 84 Ministries/Departments of the Government of India.
