Over the course of his illustrious career, he has represented India across multiple continents and has held several senior leadership roles in the Ministry of External Affairs (MEA). His appointment as High Commissioner to Canada reflects both his professional stature and the Government of India’s confidence in his ability to strengthen bilateral ties with a key strategic partner.
Shri Patnaik’s diplomatic journey began with postings in some of the most important missions of India. Early in his career, he was assigned to the Permanent Mission of India in Geneva, where he gained exposure to multilateral diplomacy. His subsequent tenures in Dhaka, Beijing, and Vienna provided him with first-hand experience in managing India’s relations with neighboring countries, major powers, and multilateral institutions. Each of these postings broadened his perspective and prepared him for complex roles in global diplomacy.
At the headquarters of the Ministry of External Affairs in New Delhi, Shri Patnaik handled important responsibilities across several divisions. His work in the Europe West Division, the External Publicity Division, the Africa Division, and the UN Division allowed him to develop a comprehensive understanding of India’s foreign policy priorities. A turning point in his diplomatic service came when he was posted as Deputy Chief of Mission at the Indian Embassy in Vienna between 2009 and 2012. Shri Patnaik’s diplomatic expertise was further sharpened during his tenure as Deputy High Commissioner of India to the United Kingdom from 2016 to 2018. This was a period of significant geopolitical change, especially with the Brexit process unfolding. His contribution to maintaining strong India–UK relations amidst shifting political landscapes was particularly noteworthy.
In New Delhi, Shri Patnaik went on to hold senior positions within the MEA. He was Additional Secretary in charge of the Indian Ocean Region (November 2018 – July 2019), where he worked on maritime security, regional cooperation, and India’s strategic outreach to island nations. Later, he was Additional Secretary (Consular, Passport, Visa & Overseas Indian Affairs) from July 2019 to January 2020, overseeing matters directly linked to millions of Indians at home and abroad.
Shri Patnaik also served as Director General of the Indian Council for Cultural Relations (ICCR), an organization pivotal in promoting India’s soft power worldwide. Under his leadership, ICCR further expanded India’s cultural footprint by fostering academic, artistic, and people-to-people exchanges. His work in this domain underscored his belief that diplomacy extends beyond governments and policies to cultural and civilizational ties.
Academically, Ambassador Patnaik has an impressive background. He holds a Master’s degree in Business Administration (MBA) from the prestigious Indian Institute of Management (IIM), Kolkata, which provided him with managerial acumen that has proven invaluable in his administrative and diplomatic responsibilities.
