Shri Devinder Kumar IOFS (2003) has been appointed as CVO- Prasar Bharti (PB), Delhi under the Ministry of Information & Broadcasting with pay at level 13 for an initial
period of 3 years .
The Prasar Bharati, India’s public service broadcaster, is an autonomous body established under the Prasar Bharati Act, 1990. It oversees the functioning of All India Radio and Doordarshan, delivering news, entertainment, and educational content across the country. With one of the largest broadcasting networks in the world, Prasar Bharati plays a crucial role in disseminating information, promoting cultural diversity, and ensuring public outreach, especially in remote and rural areas.
Given its vast organisational structure and public mandate, maintaining transparency, accountability, and integrity is essential. This responsibility rests with the Chief Vigilance Officer (CVO), who acts as the nodal authority for vigilance administration within Prasar Bharati. The CVO works in close coordination with the Central Vigilance Commission to ensure that all vigilance guidelines and anti-corruption measures are effectively implemented.
The CVO at Prasar Bharati is entrusted with both preventive and punitive vigilance functions. Preventive vigilance involves reviewing systems and procedures, identifying vulnerable areas such as procurement, content acquisition, and contract management, and recommending reforms to enhance transparency. The officer also conducts inspections, monitors sensitive posts, and promotes awareness about ethical practices among employees.
On the enforcement side, the CVO handles complaints related to corruption or misconduct, supervises investigations, and ensures that disciplinary proceedings are carried out in a fair and time-bound manner. The role also includes advising the management on vigilance matters and strengthening internal controls to prevent irregularities.
