An all-India Conference of State Governments under the chairmanship of Shri Sailesh, Registrar General of Citizen Registration, India, (RGCR,I), Ministry of Home Affairs was held on updation of National Population Register (NPR). Senior officers from all the States/UTs including State Coordinators, Collectors and Tehsildars (from one district), senior officers from Central Ministries, National Informatics Centre (NIC), Office of Registrar General of India (RGI) as well as Directorate of Census Operations participated in the conference.

The emphasis of the conference was to complete and publish the Population Register which will form the basis for preparing the National Register of Indian Citizens (NRIC). The conference deliberated upon various aspects of implementation, quality control, monitoring, data entry, software interface etc. The State Governments / UT Administration presented the progress in their respective States/UTs and also made valuable suggestions in regard to completion of various tasks.

The NPR data collected in 2010 has been recently updated in respect of each household. After data entry, the designated State Authorities will publish the Register at local levels and obtain claims and objections which will require to be disposed off through a quasi-judicial process. Shri Sailesh said that the next six months will be devoted towards these tasks and requested the State Governments to ensure that these are completed and Population Register is finalised by December 31, 2016.
