Shri Charanjeet Singh IFS (1996) presently Additional Secretary in the Ministry of External Affairs has been appointed as the next Ambassador/PR of India to the UN Conference on Disarmament, Geneva.

Shri Charanjeet Singh, a seasoned Indian Foreign Service officer, is presently serving as Additional Secretary in the Ministry of External Affairs (MEA). Known for his balanced diplomacy, administrative depth and wide-ranging overseas experience, he has contributed significantly to India’s foreign policy engagements for over two decades.

An alumnus of Government College, Ajmer, Shri Singh completed his M.Sc. in Physics (1990–1992) with First Division before beginning his professional journey as an educator. He taught Physics as a Post Graduate Teacher at Demonstration School (RIE), Ajmer, and later served as a Lecturer at Government College, Sambhar Lake. His transition from academia to diplomacy reflects a commitment to public service grounded in analytical thinking and strong intellectual foundations.

Shri Singh joined the Indian Foreign Service in the late 1990s and went on to serve in multiple important positions abroad. His early assignments included postings as Third/Second Secretary at the Indian Embassy in Moscow (1998–1999) and First Secretary at the Indian Embassy in Bishkek, Kyrgyzstan (2000–2004). His ability to manage diverse political and consular responsibilities was further demonstrated during his tenure as Consul General in Vladivostok, Russia (2004–2007).

Returning to headquarters, he held several key roles including Deputy Secretary (2007–2008), Director (2009–2014) and Joint Secretary (2014–2016), where he handled important bilateral and multilateral portfolios. His structured approach and clarity in policy execution strengthened India’s engagement across regions.

Shri Singh’s leadership gained further prominence during his overseas senior postings. As Consul General in Milan (2016–2018), he worked to expand India’s cultural diplomacy and commercial linkages with northern Italy. From 2018 to 2021, he served as Deputy High Commissioner at the High Commission of India, London, playing a vital role in one of India’s most strategically important missions.

After returning to New Delhi, he served as Joint Secretary (2022–2023) before being elevated to Additional Secretary in November 2023, where he continues to guide India’s diplomatic initiatives with the experience of a seasoned negotiator and the steadiness of a thoughtful administrator.

The United Nations Conference on Disarmament (CD), headquartered in Geneva, is the world’s premier multilateral forum dedicated to negotiating global arms control and disarmament agreements. Established in 1979 as the successor to earlier disarmament bodies, the CD operates as an independent negotiating forum while maintaining close institutional links with the UN General Assembly and the UN Secretary-General. With 65 member states, including all nuclear-weapon states and major regional powers, the Conference represents a unique platform for serious, high-level deliberations on international security.

The CD’s mandate is broad and strategically significant. It covers nuclear disarmament, cessation of the nuclear arms race, a Fissile Material Cut-off Treaty (FMCT), prevention of an arms race in outer space (PAROS), negative security assurances, and other measures aimed at reducing global instability. Its agenda reflects evolving global priorities, including emerging technologies, space security, and weapons of mass destruction.

Historically, the CD has played a vital role in shaping major global treaties. It was central to the negotiations of the Chemical Weapons Convention (CWC) and the Comprehensive Nuclear-Test-Ban Treaty (CTBT)—two landmark agreements that significantly strengthened global arms control architecture. Despite challenges and political deadlocks in recent years, especially over consensus-based decision-making, the CD remains the only standing multilateral forum with the legitimacy, experience, and membership needed to negotiate arms control treaties of universal relevance.

The Conference follows a rotating presidency system, where each member state presides over the forum for four weeks. This structure ensures diverse leadership and provides every member an opportunity to guide negotiations.

Beyond formal negotiations, the CD facilitates dialogue, confidence-building, and diplomatic engagement among states, contributing to transparency and stability in global security affairs. For many countries, including India, the CD remains an essential platform for advancing principled positions on disarmament, non-proliferation, and strategic autonomy.
