Dr. Adarsh Swaika IFS (2002) presently High Commissioner of India to the Republic of Kenya, has been concurrently accredited as the next Ambassador of India to the Federal Republic of Somalia, with residence in Nairobi.

The Federal Republic of Somalia, located in the Horn of Africa, is a nation with a long coastline along the Indian Ocean and a strategic position near major global maritime routes. Somalia operates as a federal parliamentary republic, consisting of several federal member states with varying degrees of autonomy. Mogadishu serves as the capital and largest city, functioning as the political, economic, and cultural hub of the country.

Somalia has a rich historical legacy shaped by ancient trade routes, Islamic scholarship, and vibrant coastal commerce. Modern Somalia has faced prolonged political instability, conflict, and humanitarian challenges since the early 1990s. However, over the past decade, the country has gradually moved toward rebuilding federal institutions, strengthening governance, and enhancing security with the support of regional and international partners.

The Federal Government continues efforts to improve public administration, revive the economy, and progress toward achieving lasting peace. Key priorities include counter-terrorism operations, constitutional reforms, economic restructuring, and the development of critical infrastructure. Somalia’s economy is traditionally driven by livestock, remittances, agriculture, and fisheries, with increasing focus on port development and regional connectivity.

Despite challenges, the resilience of its people, ongoing reforms, and growing international engagement provide a foundation for Somalia’s long-term stability and development.

Dr. Adarsh Swaika, an accomplished diplomat of the 2002 batch of the Indian Foreign Service, assumed charge as the High Commissioner of India to Kenya and Permanent Representative to UNEP & UN-Habitat on 2 October 2025. Known for his intellectual depth and calm, result-oriented approach, Dr. Swaika brings to this role a rich blend of bilateral, multilateral, and regional diplomatic experience. Dr. Swaika holds a Ph.D. in Chemistry from the University of Delhi, a qualification that adds academic depth to his diplomatic work. His scientific training, combined with his administrative acumen, has often been cited as contributing to his analytical and balanced style of diplomacy.

Before taking up his current assignment, Dr. Swaika served as the Ambassador of India to the State of Kuwait from December 2022 to September 2025. At the Ministry of External Affairs, New Delhi, Dr. Swaika served from 2013 to 2015 in the United Nations Economic & Social Division (UNES) as Director/Deputy Secretary. During this period, he represented India at several global conferences and negotiations. He was part of the Indian negotiating teams for the Post-2015 Development Agenda/SDGs and the Paris Climate Agreement, contributing to two landmark global frameworks.

In his next stint at headquarters from 2019 to 2022, Dr. Swaika held multiple key responsibilities, reflecting the trust reposed in him. He served as the Director/Acting Head of the Indian Ocean Region (IOR) Division and later as Joint Secretary (CPV), where he supervised crucial consular and passport-related matters. He subsequently became Joint Secretary (Eurasia), guiding India’s engagement with an important geopolitical region, while simultaneously serving as Joint Secretary (CNV&I) from February 2020 to November 2022. His handling of multiple divisions showcased his clarity in policy coordination and his capacity for high-pressure responsibilities.

Fluent in English and Hindi, and proficient in Russian, Dr. Swaika brings both linguistic skills and broad diplomatic exposure to his current role.

He is married to Mrs. Vandana Swaika, and they have one son and one daughter.
