Bishnu Charan Mallick IAS extension of central deputation as DCO/DCR, Rajasthan
Shri Bishnu Charan Mallick IAS (Rajasthan 2007) has been given extension of central deputation tenure as Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Rajasthan under the Ministry of Home Affairs for an overall tenure upto 30.04.2027 by continuing the upgradation (4th year) of the post presently held by the officer to the level of Joint Secretary.
Shri Bishnu Charan Mallick, a distinguished officer of the Indian Administrative Service, has built a reputation as a capable and versatile administrator with extensive experience across governance, finance, rural development, and census operations. With a strong academic foundation and a rich administrative career spanning multiple critical assignments, he represents the depth and dynamism associated with Indian Bureaucracy. His journey reflects a consistent commitment to public service, backed by intellectual rigor and field-level effectiveness.
Academically, Shri Mallick has an impressive background in the social sciences. He completed his B.A. (Honours) in Sociology from Utkal University, Bhubaneswar, securing First Class with Distinction. He further advanced his studies at Jawaharlal Nehru University (JNU), New Delhi, where he earned an M.A. in Sociology, followed by an M.Phil. in Sociology with Grade ‘A’. Demonstrating intellectual versatility, he also completed an additional M.Phil. in Ecology from JNU. This interdisciplinary academic exposure equips him with a nuanced understanding of societal dynamics, environmental concerns, and policy frameworks, which has been reflected in his administrative roles.
In his most recent assignment, Shri Mallick served as Director of Census Operations, Rajasthan, under the Registrar General and Census Commissioner of India, Ministry of Home Affairs, from December 2020 to March 2026. He was later elevated to a Joint Secretary equivalent rank in the same role. This position required meticulous planning, coordination, and execution of large-scale data collection exercises fundamental to national policy formulation. His leadership ensured the smooth conduct of census-related activities, underlining his ability to manage complex, data-intensive operations with precision and accountability.
Prior to this, he served as Managing Director of the Rajasthan Skill and Livelihood Development Corporation (RSLDC), Jaipur, where he played a key role in strengthening skill development initiatives and enhancing employment opportunities for youth. His tenure, though brief, contributed to aligning skill programmes with industry needs. As Commissioner of Excise and Prohibition in Udaipur, he handled regulatory and revenue-related responsibilities, showcasing his competence in financial governance. He also served as Joint Secretary in the Finance and Commercial Taxes Department, Jaipur, where he was involved in policy implementation and revenue administration.
Shri Mallick’s field experience is particularly noteworthy. He has served as District Collector and District Magistrate in several districts, including Udaipur, Jodhpur, Jhalawar, and Karauli. In these roles, he was responsible for maintaining law and order, overseeing development programmes, and ensuring effective delivery of public services. His tenure in these districts reflects strong leadership, administrative efficiency, and a people-centric approach to governance.
Earlier in his career, he served as Chief Executive Officer of Zila Parishad, Jaipur, contributing to grassroots governance and strengthening Panchayati Raj institutions. He also held the position of Secretary in the Jaipur Development Authority, where he was associated with urban planning and infrastructure development. His initial assignments as Sub-Divisional Officer in Sirohi and Sri Ganganagar, along with his training period and experience in the Department of Personnel and Training, laid a solid foundation for his administrative journey.
