Bihar Strengthens Power Infrastructure with RECPDCL–BSPTCL MoU
REC Power Development & Consultancy Limited (RECPDCL) has taken another major step towards strengthening India’s power infrastructure by signing a landmark Memorandum of Understanding (MoU) with Bihar State Power Transmission Company Limited (BSPTCL) for the development of intra-state transmission projects through the Tariff Based Competitive Bidding (TBCB) mode. The strategic partnership is expected to play a transformative role in modernizing Bihar’s power transmission network and supporting the state’s rapidly growing energy and industrial requirements.
The initiative reflects the shared commitment of RECPDCL and BSPTCL towards building a modern, reliable, and future-ready transmission system capable of meeting increasing electricity demand while ensuring operational efficiency and sustainability. The collaboration is also aligned with the broader national objective of strengthening power infrastructure to support economic growth, industrial development, and improved quality of life for citizens.
The MoU signing ceremony witnessed the presence of several senior dignitaries and officials from the Government of Bihar and the power sector. The event was graced by Hon’ble Energy Minister, Government of Bihar, Shri Shailesh Kumar alias Bulo Mandal; Shri Ajay Yadav (IAS), Energy Secretary and CMD of BSPHCL; Shri Prince Dhawan (IAS), Chief Executive Officer of REC Power Development & Consultancy Limited (RECPDCL); and Shri Rahul Kumar (IAS), Managing Director of BSPTCL. Senior officials from RECPDCL, BSPTCL, BSPHCL, and the Energy Department of the Government of Bihar were also present during the occasion.
Speaking at the event, Hon’ble Energy Minister Shri Shailesh Kumar alias Bulo Mandal emphasized the importance of robust transmission infrastructure in achieving Bihar’s ambitious industrial growth vision for the period 2025–30. He stated that reliable and efficient power infrastructure would play a crucial role in attracting new industries, promoting investment, and creating employment opportunities across the state. The Minister further highlighted that uninterrupted and quality power supply is one of the key foundations for economic development and industrial expansion.
Under the agreement, RECPDCL will support the development of intra-state transmission projects through the TBCB model, which is recognized for promoting transparency, efficiency, and competitive pricing in the power sector. The adoption of the TBCB mode is expected to accelerate project implementation timelines, optimize costs, and encourage greater private sector participation in the development of transmission infrastructure.
The partnership is expected to significantly strengthen Bihar’s electricity transmission network by enhancing grid reliability, reducing transmission losses, and improving the overall efficiency of power distribution. A modernized transmission system will not only support existing electricity demand but also ensure preparedness for future energy requirements arising from industrial growth, urbanization, and increasing adoption of renewable energy sources.
RECPDCL, a wholly owned subsidiary of REC Limited, has emerged as a key player in developing transmission and distribution infrastructure across the country. The organization has been actively involved in implementing power sector reforms, project development, consultancy services, and bid process management for several major projects. Its expertise in the TBCB framework has helped states and utilities adopt transparent and efficient mechanisms for infrastructure development.
The collaboration between RECPDCL and BSPTCL is also expected to create new opportunities for private investment in Bihar’s power sector. Increased private sector participation can bring advanced technologies, operational efficiencies, and faster project execution, thereby strengthening the state’s overall energy ecosystem. The initiative will also contribute towards creating a stable and secure power environment that supports economic activities and industrial competitiveness.
