Indian Bureaucracy News, Patna, August 30, 2025| Bihar Transfers 5 Senior IAS Officers in Major Bureaucratic Reshuffle.

New Development Commissioner appointed; New Additional Chief Secretaries reassigned to Cabinet Secretariat, Education, Revenue and Environment portfolios.

Bihar’s General Administration Department has transferred five senior Indian Administrative Service officers, appointing a new Development Commissioner for the state and assigning Additional Chief Secretary-level officers to public policy and service-intensive departments such as the Cabinet Secretariat, Education, Revenue, and Climate Change.

Dr S Siddharth, the Additional Chief Secretary of the Education Department, has been appointed Development Commissioner, a position left vacant following Shri Pratyay Amrit’s promotion as the State’s Chief Secretary. The Development Commissioner is the position next to the Chief Secretary and is considered both coveted and prestigious, overseeing the state’s planning and execution of projects.

Other changes include Smt Harjot Kaur Bamhrah, former Additional Chief Secretary for Environment, Forest and Climate Change, who becomes Chairperson of the State Revenue Board; Arvind Kumar Chaudhary, previously heading the Home Department, now leading the Cabinet Secretariat; Anand Kishor, Chairman of the Bihar School Examination Board, assigned to the Environment portfolio; and Dr B Rajendra taking over Dr Siddharth’s post in the Education Department.

List of the senior bureaucrats and their new assignments is given below.

  1. Dr S Siddharth IAS (Bihar 1991), presently Principal Secretary, Chief Minister, Chief Minister’s Secretariat, Patna, Bihar, with additional charge of Additional Chief Secretary (ACS), Cabinet Secretariat, and ACS, Education Department, Bihar, is transferred and appointed as Development Commissioner – Bihar.
  2. Smt Harjot Kaur Bamhrah IAS (Bihar 1992), presently Additional Chief Secretary, Environment, Forest and Climate Change Department, Bihar, with additional charge of Chairman & Member Secretary, Revenue Board, Bihar, is transferred and appointed as Chairperson-cum-Member, Revenue Board, Patna, Bihar.
  3. Shri Arvind Kumar Chaudhary IAS (Bihar 1995), presently Additional Chief Secretary (ACS), Home Department, Bihar, with additional charge of ACS, Vigilance Department, Examination Controller, Bihar Combined Entrance Competitive Examination Board (BCECEB), and, Inquiry Commissioner, General Administration Department (GAD), is given additional charge of ACS – Cabinet Secretariat, Bihar, with additional charge of  ACS – Vigilance Department, Examination Controller – BCECEB, and, Inquiry Commissioner – GAD, Bihar.
  4. Dr B Rajendra IAS (Bihar 1995), presently Additional Chief Secretary (ACS), General Administration Department (GAD), Bihar, with additional charge of Additional Chief Secretary, Public Grievance, GAD, ACS, Sports Department, and, Mission Director, Bihar Administrative Reforms Mission Society, given additional charge of ACS – Education Department, Bihar.
  5. Shri Anand Kishor IAS (Bihar 1996), presently Chairman, Bihar School Examination Board, with additional charge of Principal Secretary, Finance Department, Bihar, is given additional charge of Principal Secretary, Environment, Forest and Climate Change Department, Bihar.
