Indian Bureaucracy, Bengaluru, August 13, 2025| In an important bureaucratic reshuffle, the Karnataka government has reassigned two 2012-batch IAS officers, reflecting the growing emphasis on Bengaluru’s financial governance and its critical waste management systems.
The Karnataka government has transferred Dr Harish Kumar K IAS (Karnataka 2012), the present CEO of Bengaluru Solid Waste Management Limited (BSWML), and appointed him as Special Commissioner, Finance of Bruhat Bengaluru Mahanagara Palike (BBMP), Bengaluru, with immediate effect.
This comes as BBMP operates with a ₹19,930 crore budget for FY 2025–26, of which nearly ₹2,300 crore (12%) is allocated to solid waste management—a reflection of the city’s mounting sanitation and urban infrastructure demands.
In a parallel move, Shri Karee Gowda IAS (Karnataka 2012), Zonal Commissioner (Yelahanka), BBMP, has been posted as the new Chief Executive Officer of BSWML, replacing Dr Harish Kumar K.
BSWML is the city’s frontline agency tasked with waste segregation, collection, processing, and disposal, including oversight of mega waste processing plants and landfill reduction initiatives.
Officials said the reshuffle is aimed at streamlining financial oversight within BBMP while ensuring sustained momentum in Bengaluru’s waste management reforms, which remain one of the most visible challenges before the civic body, closely followed by the road infrastructure.
