Shri Baldeo Purushartha IAS (Punjab 2002) presently Joint Secretary- Department of Economic Affairs has been given extension of central deputation tenure for a period of
one year beyond 11.03.2026 by The Appointments Committee of the Cabinet.

Shri Baldeo Purushartha, an experienced officer of the Indian Administrative Service, has built a distinguished career shaped by intellectual grounding in history and extensive administrative exposure across finance, governance reforms, health, education, and district administration. Over the years, his work has reflected a measured blend of policy insight, institutional discipline, and field-level sensitivity—qualities that continue to define the evolving ethos of Indian Bureaucracy.

An alumnus of University of Delhi, Shri Purushartha completed his graduation in History (Honours) from Deshbandhu College, securing a Second Division. He went on to pursue his post-graduation in History from Hindu College, Delhi, earning a First Division. His academic training in history provided him with a deep understanding of socio-political processes, governance evolution, and institutional development—perspectives that have consistently informed his administrative approach. A grounding in history often sharpens the ability to appreciate continuity and change in public systems, and this intellectual orientation has been visible in his nuanced handling of complex assignments.

Beginning his career in the junior scale, Shri Purushartha served as Sub-Divisional Magistrate in Tripura, gaining early exposure to land revenue administration and grassroots governance. These formative assignments strengthened his understanding of district-level administration, public grievance redressal, and development coordination.

His subsequent roles in Punjab and Chandigarh saw him assume responsibilities of increasing complexity. As Additional Deputy Commissioner in Patiala and later in Roop Nagar, followed by his tenure as Deputy Commissioner, Roop Nagar, and Deputy Commissioner, Moga, he handled land revenue management, development administration, and district coordination. In these assignments, he demonstrated steady leadership in balancing regulatory responsibilities with development priorities.

Shri Purushartha’s administrative versatility became particularly evident in his engagements with the Health & Family Welfare Department. As Managing Director of the National Rural Health Mission (NRHM), Punjab, and Additional Secretary in the department, he was associated with strengthening rural health delivery systems and coordinating public health programmes. His work during this period reflected a focus on systemic improvements and programme efficiency.

In the education sector, he served as Director General, School Education, Punjab, and Director of Technical Education in Chandigarh and Punjab. These roles required oversight of institutional governance, academic administration, and policy implementation. His tenure contributed to administrative streamlining and reinforced accountability frameworks within educational institutions.

Shri Purushartha also played an important role in Governance Reforms and Information Technology initiatives. As Director and Special Secretary in Governance Reforms in both Punjab and Chandigarh, he worked on e-governance measures and administrative modernisation. His assignments in this sector reflected his adaptability to technology-driven governance models and institutional restructuring.

In the domain of Mines & Minerals and Industries & Commerce, he served as Director in the concerned departments in Punjab and Chandigarh. These roles involved regulatory oversight, resource management, and industry facilitation. His handling of these assignments underscored his ability to navigate policy, compliance, and development imperatives simultaneously.

A significant phase of his career was his tenure as Secretary to the Lokpal in Chandigarh from August 2018. This assignment required high standards of procedural integrity and institutional coordination. Serving in an accountability-focused institution demanded administrative precision and confidentiality—qualities he upheld with professionalism.

At the Centre, Shri Purushartha served as Private Secretary to the Minister of State (Independent Charge) for Housing and Urban Affairs, where he gained valuable exposure to ministerial functioning and policy coordination at the national level. This experience added another dimension to his administrative repertoire.

Currently, Shri Baldeo Purushartha is serving as Joint Secretary in the Department of Economic Affairs, Ministry of Finance, Government of India, New Delhi, from March 2020 to March 2026. In this capacity, he is engaged in critical aspects of finance and economic affairs at the national level. The role demands macroeconomic understanding, policy coordination, and fiscal oversight—areas where his cumulative administrative experience and sectoral diversity converge effectively.

Across his journey—from district administration to governance reforms, health, education, mining regulation, and national economic affairs—Shri Purushartha has demonstrated steady competence and adaptability.
