Assam Govt reshapes leadership, 14 senior officials in major bureaucratic shuffle

In a significant bureaucratic reshuffle, the Government of Assam has undertaken extensive transfers, postings, and additional charge assignments for 14 seasoned bureaucrats. This comprehensive overhaul includes officials from senior ranks of Chief Secretary, Additional Chief Secretary, Principal Secretary, and Commissioners across various departments.

  1. Shri Ravi Shankar Prasad IAS (RR-1990), currently serving as Additional Chief Secretary – Environment & Forest, Soil Conservation Departments, also as Director General (DG) – Assam Administrative Staff College, and as Chairman – Assam Administrative Tribunal (Additional Charge), has been appointed as the Special Chief Secretary for the same department i.e. Environment & Forest, Soil Conservation. Additionally, he will retain his responsibilities as DG – Administrative Staff College and Chairman – Assam Administrative Tribunal. In a concurrent arrangement, Shri Ravi Shankar Prasad is also designated as the Principal Resident Commissioner of Assam Bhawan, New Delhi, in an additional capacity.
  2. Shri Syedain Abbasi IAS (RR-1990), presently serving as the Additional Chief Secretary – Public Health Engineering, Water Resources, Irrigation, and Information Technology Departments, along with being the Resident Representative of the Government of Assam in New Delhi (Additional Charge), has been appointed as the Special Chief Secretary for the same portfolios. Simultaneously, he will continue to hold the responsibilities as the Resident Representative of the Government of Assam in New Delhi. Additionally, Shri Syedain Abbasi, takes on the role of Chairman for the Assam Power Distribution Company Limited (APDCL) in an additional capacity.
  3. Dr Ashish Kumar Bhutani IAS (RR-1992), currently holding multiple portfolios as the Additional Chief Secretary – Agriculture, Transformation & Development Departments, Commissioner – Agriculture Production for Assam, and Chairman – State Level Recruitment Commission for class-III, along with overseeing the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society as an additional charge, has been elevated o the post of  Special Chief Secretary for the same department. He will continue with all the other portfolios mentioned above.
  4. Dr Ravi Kota IAS (RR-1993), currently serving as the Additional Chief Secretary – Home & Political (including Passport and Prison), has recently undergone a significant transfer and simultaneous promotion. With the superannuation of Shri Paban Kumar Borthakur, IAS, on March 31, 2024, Dr Ravi Kota has been appointed to the prestigious position of Chief Secretary. In the meantime in his new capacity, he assumes the role of Additional Chief Secretary – Industries, Commerce & Public Enterprises and Finance Department. Additionally, he takes on the role of Officer on Special Duty (OSD) – Chief Secretary office, Assam. It is noteworthy that the prior notification regarding his additional charge in the Power (E) Department has been officially cancelled.
  5. Shri Kailash Chand Samria IAS (RR-1993) presently, Chairman – Board of Revenue, is given additional responsibility as the Additional Chief Secretary -Fishery Department.
  6. Shri Avinash Purushottam Das Joshi IAS (RR-1994), currently serving as the Additional Chief Secretary – General Administration, Health and Family Welfare Departments, and holding an additional charge as Addl. Principal Resident Commissioner at Assam Bhawan, New Delhi, has been transferred and appointed as the Additional Chief Secretary – Home & Political Department. He will continue as Additional Principal Resident Commissioner at Assam Bhawan, New Delhi.
  7. Dr Krishna Kumar Dwivedi IAS (RR-1996), presently serving as the Principal Secretary – Personnel and Power (E) Department, along with the additional charge as Chairman of APDC, has been transferred. He is now appointed as the Principal Secretary to the Chief Minister of Assam, while retaining his position as Principal Secretary for the Power (E) Department with an additional charge.
  8. Dr Patibandla Ashok Babu, IAS (RR-2003) returning from central deputation  is appointed as the Commissioner & Secretary – Health & Family Welfare Department, Assam.
  9. Shri M S Manivannan IAS (RR-2005), currently serving as the Commissioner & Secretary – General Administration, Irrigation Departments, and holding additional responsibilities as CEO of State Innovation & Transformation Aayog (SITA) and Resident Commissioner at Assam Bhawan, New Delhi (Addl. charge), has been appointed to an additional role and posted as the Commissioner & Secretary – Personnel Department.
  10. Shri Akash Deep IAS (RR-2005), currently serving as the Principal Secretary cum CEO – Bodoland Territorial Region, Kokrajhar, Assam, and holding the position of Project Director – Assam Rural Infrastructure and Agricultural Services (ARIAS), has been relieved from the additional charge of Project Director for ARIAS.
  11. Shri Rakesh Kumar IAS (RR-2005), currently serving as the MD – APDCL and Commissioner & Secretary – Fishery and Excise Departments, along with the additional responsibilities as Chairman – APGCL and Commissioner of Excise (Addl. charge), has been relieved from the additional charge of Commissioner of Excise, Assam.
  12. Shri Virendra Mittal IAS (RR-2007), has been posted as Commissioner & Secretary – Social Justice & Empowerment, and Irrigation Departments, with additional charge as Project Director – ARIAS, following his return from Central Deputation.
  13. Shri Biswajit Pegu IAS (RR-2009), previously serving as Secretary – Social Justice & Empowerment and Home & Political Departments (Addl. charge), has been transferred and appointed as Secretary – Home & Political Department, Assam.
  14. Shri Jitu Doley IRS (14164) currently holding the position of Secretary – Finance Department, Assam, has been assigned the additional responsibility of Commissioner – Excise.
