Shri Ashish Kundra IAS (AGMUT 1996), the present Principal Secretary to Lt. Governor, National Capital Territory of Delhi (NCTD), will be the new Chief Secretary of Ladakh from January 01, 2026. He will take over from Dr Pawan Kotwal an IAS officer of 1994 batch AGMUT cadre, and was appointed at the post on January 13, 2025.

Ladakh’s unrest has put the Centre under a harsh spotlight — and has made bureaucratic leadership more critical than ever. In a move that carries both administrative weight and a quiet emotional undertone, the Ministry of Home Affairs (MHA) on Thursday issued the order transferring senior IAS officer Ashish Kundra from Delhi to the Union Territory of Ladakh. He will take charge as the new Chief Secretary from the very first day of the new year, 2026 — perhaps a symbolic fresh start for a region searching for stability, reassurance, and a steady hand.

Ladakh’s escalating tensions have placed the Union government in a politically uncomfortable and nationally visible position. What was once showcased as a major administrative reform in 2019 — carving Ladakh out as a Union Territory for direct central oversight — has now become a governance test marked by protests, curfews and accusations of neglect. The recent violent clashes in Leh, which left four dead and dozens injured, have forced the country to confront a blunt question: has the administrative vacuum and political mistrust in Ladakh reached a breaking point?

The region’s importance to the Centre is undeniable. Ladakh sits at the heart of India’s strategic Himalayan frontier, sharing a volatile 832-km border with China. The 2020 Galwan clash already heightened national security anxieties, making social stability in Ladakh non-negotiable. At the same time, Ladakh’s fragile ecology, its dependence on central funding, and the near-complete lack of constitutional safeguards for its 90% tribal population have increased local frustration. High unemployment — estimated at 26% — and the absence of a public service commission have intensified resentment, particularly among young Ladakhis.

These simmering concerns erupted this year during the statehood and Sixth Schedule protests. Climate activist Sonam Wangchuk’s arrest and the cancellation of SECMOL’s FCRA licence have added fuel to the perception that the Centre views dissent in Ladakh as a security threat rather than a governance feedback loop. This narrative — that the population is being treated as an internal adversary — is gaining traction, and it is precisely this narrative that the government cannot afford to let harden.

Here is where India’s bureaucracy becomes central to the story

Ladakh’s crisis is not merely a political standoff; it is a symptom of administrative gaps that have widened since the UT transition. Bridging these gaps requires more than ideological commitment — it requires competent, visible, responsive bureaucratic engagement. Skilled IAS, IPS and DANICS officers must now rebuild confidence through predictable service delivery, transparent recruitment processes, and meaningful dialogue with groups like the Ladakh Apex Body and Kargil Democratic Alliance.

Without this, even well-intentioned policies will be dismissed as coercive experiments from Delhi. But with it, the bureaucracy can blunt the growing belief that Ladakh’s bloodshed is an outcome of the government’s adversarial treatment of its own citizens. Bureaucratic neutrality — the ability to operate beyond political rhetoric — is essential to shift public sentiment from distrust to participation.

Ladakh is at a crossroads: one path leads to deepening alienation, the other to a workable governance compact grounded in administrative competence. Which direction it takes may depend less on political slogans and more on whether the bureaucracy can step up as the bridge between New Delhi’s ideology and Ladakh’s lived realities.

Who is Shri Ashish Kundra IAS (AGMUT Cadre, 1996 Batch)

Shri Ashish Kundra is a senior Indian Administrative Service officer of the 1996 batch from the AGMUT cadre. Born on 6 March 1973 and originally from Punjab, he entered the IAS through direct recruitment and has since held many important administrative positions across the Union Territories, the Government of NCT of Delhi, and the Government of India. He holds a B.Tech. in Electronics, graduating with First Division, and is proficient in English, Hindi and Punjabi. Shri Kundra is presently in service and posted at New Delhi.

Over the course of more than 25 years, he has worked extensively in governance, policy implementation, public administration, infrastructure, elections, and sectoral leadership across multiple territories and ministries. Since January 2024, he has been serving as Principal Secretary to the Lieutenant Governor of Delhi, a role at the level of Additional Secretary to the Government of India.

Before assuming this position, he served as Principal Secretary, Irrigation & Flood Control Department, GNCTD, from May 2022 to March 2024. During this period, he simultaneously held the position of Principal Secretary & Development Commissioner, GNCTD, for a brief tenure in 2022. Prior to this, he led the Transport Department of Delhi as Principal Secretary and Commissioner from February 2021 to January 2024.

Shri Kundra also has extensive experience in the election administration framework. Since November 2018, he has been designated as Chief Electoral Officer, including responsibilities connected to Mizoram, under both cadre and central assignments. Earlier, he served as Commissioner & Secretary in the General Administration Department of Mizoram, overseeing personnel and general administration functions. He simultaneously managed responsibilities in the Higher & Technical Education Department and the Cooperation Department in 2018.

Between 2016 and 2018, Shri Kundra was posted in Arunachal Pradesh as Commissioner & Secretary, where he handled portfolios related to Development and Finance. Before that, from 2014 onward, he served as Administrator of Daman & Diu and Dadra & Nagar Haveli, contributing to governance in the Union Territories.

His central government experience includes working as Private Secretary in the Ministry of Commerce & Industry (2010–2014) and earlier in the Ministry of External Affairs (2007–2009). He has also served in several key roles in Delhi, including Additional Secretary, Public Works Department (PWD), Additional CEO, Delhi Jal Board (DJB), Director, Finance Department, and Registrar of Cooperative Societies.

In his early IAS career, he served as District Magistrate, Saiha (Mizoram) and later as Joint Secretary in the Finance and Power Departments of Mizoram. He began his field career as Sub-Divisional Magistrate and Land Acquisition Officer between 1998 and 2000.

Across diverse postings in Delhi, Mizoram, Arunachal Pradesh, Chandigarh, and the Union Territories, Shri Ashish Kundra has gained wide administrative experience in governance, finance, infrastructure, public works, education, elections, and district administration.
