Shri Ashish Kumar Shukla IOFS (2010) has been appointed as CVO- Sports Authority of India (SAI), Delhi under the Department of Sports with pay at level 13 for an initial period of 3 years .
The Sports Authority of India (SAI), functioning under the Ministry of Youth Affairs and Sports, is the apex body responsible for the development and promotion of sports across the country. Established in 1984, SAI plays a pivotal role in nurturing young talent, managing sports infrastructure, and supporting elite athletes to achieve excellence at national and international levels. It operates a vast network of training centres, including National Centres of Excellence, SAI Training Centres, and Special Area Games schemes, aimed at identifying and grooming athletes from grassroots to podium level. Over the years, SAI has been instrumental in shaping India’s sporting landscape by providing scientific training, coaching, infrastructure, and financial assistance to sportspersons.
Given the scale and importance of its operations, ensuring transparency, accountability, and ethical governance within SAI is of paramount importance. This responsibility is entrusted to the Chief Vigilance Officer (CVO), a senior officer who acts as the nodal authority for vigilance administration within the organisation. The CVO works in close coordination with the Central Vigilance Commission, which is the apex integrity institution of the Government of India.
The CVO in SAI is primarily responsible for implementing preventive vigilance measures to minimize the scope for corruption and malpractice. This includes reviewing systems and procedures, identifying potential risk areas, and suggesting reforms to enhance transparency and efficiency. The officer also handles complaints related to misconduct, supervises investigations, and ensures that disciplinary proceedings are conducted in a fair and timely manner. By advising the competent authorities on vigilance matters, the CVO plays a crucial role in upholding administrative integrity.
In addition to reactive functions such as inquiry and investigation, the CVO emphasizes preventive vigilance by promoting awareness, conducting inspections, and monitoring sensitive positions within the organisation. This proactive approach helps in building a culture of honesty and accountability among officials and staff. The role also involves ensuring compliance with government guidelines and vigilance manuals issued from time to time.
In an organisation like SAI, which deals with large-scale public funds, infrastructure projects, and athlete welfare schemes, the presence of an effective vigilance mechanism is essential. The CVO, therefore, acts as a guardian of integrity, ensuring that SAI’s mission of promoting sports in India is carried out in a transparent, efficient, and corruption-free environment.
