Shri Ashish Chugh ITS (2015) has been appointed as SP- CBI.

Shri Ashish Chugh is an officer of the Indian Telecommunications Service (ITS), 2016 Batch, and a distinguished telecom professional with extensive expertise in communication security, cyber security, telecommunications engineering, and emerging digital technologies. Throughout his career, he has made significant contributions to strengthening India’s telecom infrastructure, enhancing network security, and ensuring the secure deployment of communication technologies under the Department of Telecommunications (DoT), Government of India.

An accomplished academic, Shri Chugh earned his Bachelor of Technology (B.Tech.) in Electronics and Communication Engineering from Galgotias College of Engineering and Technology, affiliated with Uttar Pradesh Technical University. Demonstrating a passion for continuous learning, he later completed a Master’s Degree in Sociology from Osmania University, securing First Division with 74 percent. His interdisciplinary academic background enables him to combine technological expertise with a deep understanding of societal dynamics, an invaluable perspective for public policy and governance.

Currently, Shri Chugh serves as Director at the National Centre for Communication Security (NCCS) under the Ministry of Communications, Government of India. In this strategic leadership role, he oversees the security assurance and regulatory compliance of telecom equipment before its deployment across India’s communication networks. His work is central to strengthening national telecom security, ensuring that network equipment complies with India’s security standards and safeguarding the country’s critical communication infrastructure from emerging cyber threats.

Prior to his promotion as Director in January 2025, Shri Chugh served as Assistant Director General at the National Centre for Communication Security, Bengaluru. During this tenure, he played a key role in the security certification of telecom products, evaluating communication equipment against stringent national security requirements before induction into India’s telecom ecosystem.

Earlier, he served as Assistant Director General in the Department of Telecommunications for the Andhra Pradesh and Telangana Licensed Service Areas from 2020 to 2023. In this capacity, he was associated with telecom administration, regulatory compliance, spectrum management, and policy implementation, contributing to the expansion and modernization of communication services in the region.

Shri Chugh began his ITS career as a probationer at the National Telecommunications Institute for Policy Research, Innovation and Training (NTIPRIT), Ghaziabad, after being selected through the prestigious UPSC Engineering Services Examination, 2014. Prior to joining the Indian Telecommunications Service, he served as an Assistant Controller in the Indian Naval Material Management Service (INMMS), Ministry of Defence, having been recruited through the UPSC Engineering Services Examination, 2013. During his tenure with the Indian Navy, he managed logistics, procurement, inventory control, warehousing, supply chain management, and material planning through Integrated Logistics Management Systems, gaining valuable experience in defence administration and operational management.

Before entering the Central Civil Services, Shri Chugh worked as a Junior Telecom Officer (JTO) in Bharat Sanchar Nigam Limited (BSNL) from 2010 to 2015. Based in Ahmedabad, Gujarat, he was actively involved in the planning, rollout, and maintenance of Fibre-to-the-Home (FTTH) broadband infrastructure, contributing to the expansion of high-speed broadband connectivity.

A lifelong learner, Shri Chugh has earned an impressive portfolio of professional certifications from India’s premier institutions and globally recognized organizations. He successfully completed advanced certification programmes from the Indian Institutes of Technology (IITs) in Ethical Hacking, Computer Networks, Industrial Internet of Things (IIoT) & Industry 4.0, Internet of Things (IoT), Advanced Computer Networks, and Computer Networks & Internet Protocol. He has also undergone advanced training at IIT Jammu as a Certified Ethical Hacker (EC-Council), achieving an exceptional score of 124 out of 125.

Further strengthening his cyber security credentials, Shri Chugh holds globally recognized CompTIA PenTest+ and CompTIA CySA+ (Cyber Security Analyst) certifications, demonstrating expertise in penetration testing, vulnerability assessment, incident response, security operations, and cyber threat management. His technical competencies span network security, cloud computing, Python programming, Linux administration, shell scripting, web technologies, IoT applications, ethical hacking, and advanced cyber defence.

His professional interests include telecommunication security, artificial intelligence, network resilience, communication technologies, cyber security, critical infrastructure protection, and digital governance. He strongly believes in continuous learning and the application of emerging technologies to strengthen India’s digital infrastructure.

With a unique combination of engineering excellence, policy understanding, cyber security expertise, and leadership experience, Shri Ashish Chugh continues to contribute significantly to securing India’s telecommunications ecosystem. His work at the National Centre for Communication Security reflects the Government of India’s commitment to building trusted, resilient, and future-ready communication networks that support the nation’s digital transformation.
