Beginning his career at the grassroots, Shri Anand served as Assistant Collector, Panchmahals, where he gained first-hand exposure to sub-divisional administration, land revenue management, and public grievance redressal. This formative phase laid the foundation for his subsequent roles as District Development Officer, Sabarkantha, and later as District Collector in Dahod, Dangs, and Surendranagar. As District Collector, he was responsible for overall district administration, development planning, disaster management, law and order, and coordination with line departments. His tenure in tribal and backward districts, in particular, demonstrated sensitivity to inclusive development and welfare-oriented governance.

Transitioning to urban administration, Shri Anupam Anand served as Municipal Commissioner, Jamnagar, first at the Deputy Secretary level and later as Director.
