Shri Anish Yadav IAS (Haryana 2014), currently serving as Secretary, Haryana Human Rights Commission, with additional charges including Deputy Commissioner, Hisar, Administrator, HSVP, Hisar, and Additional Director, Urban Estate, Hisar, Haryana, has been transferred. He is now appointed as Special Secretary – Grievances Department, Haryana, with additional charges as Deputy Commissioner – Hisar, Administrator – Haryana Shahari Vikas Pradhikaran (HSVP), Hisar, and Additional Director – Urban Estate, Hisar.
His appointment as Secretary of the Haryana Human Rights Commission in December 2024 has, however, faced formal challenge due to alleged ineligibility under the Protection of Human Rights Act (PHRA), 1993. This Act mandates that the Secretary of a State Human Rights Commission must be an officer not below the rank of Secretary to the State Government. Reportedly, Shri Yadav, an IAS officer of Junior Administrative Grade (JAG), at the time, does not meet this criterion. The formal representation challenging his appointment was addressed to HHRC Chairman Justice Lalit Batra (Retd.) and its members.
