An officer with a strong academic background, he holds a B.Tech. and an M.Tech. in Electrical Engineering, both with distinction, which provided him with a foundation of analytical skills and technical acumen that he has effectively applied throughout his administrative journey. Since joining the Indian Administrative Service, Shri Kishor has held a series of important assignments across education, health, power, transport, law and order, land management, tourism, and finance. Beginning with his early responsibilities as Sub-Divisional Officer in Pakur (1998–2000), he gained valuable experience in district administration, a field in which he would go on to serve extensively as District Magistrate in several districts including Sheikhpura, Nalanda, and Muzaffarpur.
