Shri Anand Khare, ITS, is a senior telecommunications leader whose career reflects deep technical expertise, strategic policy engagement, and large-scale operational leadership across India’s telecom ecosystem. With over three decades of service in the Department of Telecommunications (DoT) and Bharat Sanchar Nigam Limited (BSNL), he has consistently contributed to strengthening connectivity, security, and digital infrastructure in the country.
An engineering graduate in Electronics & Telecommunications from Jabalpur Engineering College (1982–1987), Shri Khare built a strong technical foundation at the outset of his career. He later pursued an MBA with specialization in Marketing, with courses in Finance and HR, from Indira Gandhi National Open University (IGNOU), securing Grade A. This blend of engineering precision and managerial insight has defined his professional trajectory, enabling him to move seamlessly between technology, operations, policy, and commercial strategy.
Currently serving as Advisor (Operations), Department of Telecommunications, Government of India, New Delhi (since September 2025), Shri Khare holds an encadred Higher Administrative Grade Plus (HAG+) level post of the Indian Telecommunication Service (ITS), equivalent to Special Secretary to the Government of India. In this capacity, he oversees critical operational domains within DoT, guiding national telecom strategy with a focus on efficiency, resilience, and security.
Prior to this, he served as Member (Services), Digital Communications Commission (DCC) & Advisor (Operations), DoT. During this tenure, he was closely associated with telecom security assurance, telecom security planning, Digital Intelligence frameworks, Telecom Security Operations Centre (TSOC), NCCS-related functions, lawful interception systems, and strategic coordination units. He also supervised personnel, establishment matters, training systems, staff relations, and public grievance mechanisms—demonstrating comprehensive administrative command over both technical and human resource dimensions.
As Additional Director General, DoT (Madhya Pradesh & Chhattisgarh), based in Bhopal (2023–2025), he monitored telecom and internet service provider license compliance, network security, digital intelligence initiatives, and rural connectivity expansion. His work in these states contributed to strengthening regulatory oversight and expanding digital access in underserved areas.
A significant portion of his career was spent with Bharat Sanchar Nigam Limited (BSNL), where he held multiple senior leadership positions over nearly eleven years in his later tenure, and more than two decades overall. As Principal General Manager (Customer Service), he formulated policies for Customer Service Centers and Aadhaar Service Kendras, and liaised with Parliamentary Committees—bridging operational execution with policy accountability. Earlier, as Principal General Manager (Mobility – Sales/Marketing/Product/Pricing), he led sales channel management, tariff design, product strategy, commission structures, and regulatory compliance in a highly competitive telecom market.
In his role as Principal General Manager (Material Management – Enterprise), he oversaw procurement of critical telecom infrastructure, including optical fiber cables, OTN/DWDM systems, GPON equipment, satellite systems, and transmission terminals. His tenure as General Manager (International Long Distance) was marked by management of international voice traffic, interconnect agreements with global carriers, procurement of international internet bandwidth, planning of submarine cable capacities, and representation of BSNL in global forums.
Notably, he represented BSNL in the EIG submarine cable consortium, a 15,000 km undersea cable project connecting India to the UK through the Middle East and Africa. As Management Committee representative, he participated in the highest decision-making body governing consortium affairs—highlighting his strategic international engagement.
Earlier in his career, he served as GM in Ropar, Punjab, where he led network expansion initiatives including installation of new mobile towers to improve rural connectivity. His long tenure as DGM/Divisional Engineer in DoT and BSNL, and his experience as Project Manager in Telecommunications Consultants India Limited (TCIL), provided him with strong field and project execution exposure.
Across engineering, policy, international telecom strategy, security assurance, and digital governance, Shri Anand Khare’s career reflects sustained leadership in India’s telecommunications transformation. His journey stands as an example of technical depth combined with strategic administrative responsibility at the highest levels of public service.
