Indian Bureaucracy, Hyderabad, August 27, 2025 | The Telangana High Court has overturned a prior decision of Department of Personnel and Training (DoPT) and directed the Department to allocate Smt A Vani Prasad IAS a senior officer, currently serving as Special Chief Secretary in Andhra Pradesh’s Labour Department, to the Telangana cadre within two months. The bench, comprising Justices Abhinand Kumar Shavili and V Ramakrishna Reddy, ruled that the earlier decision based on the 2014 Pratyush Sinha Committee’s criteria was flawed. Despite her birth in Guntur, Vani Prasad’s continuous residence and education in Hyderabad qualify her as domiciled in Telangana under Article 371-D and prevailing Presidential Orders.
