He was an integral member of the Indian negotiating team for two landmark global agendas — the Post-2015 Development Agenda leading to the Sustainable Development Goals (SDGs) and the Paris Climate Change Agreement. These roles highlighted his expertise in global governance, sustainable development, and climate diplomacy.
In March 2019, upon his return to headquarters, Dr. Swaika served as Director and Acting Head of the Indian Ocean Region (IOR) Division, where he oversaw one of India’s most vital strategic spaces. In October 2019, he assumed charge as Joint Secretary (Consular, Passport, and Visa), a role directly impacting millions of Indian citizens and diaspora members worldwide. In August 2020, he was entrusted with the key responsibility of Joint Secretary (Eurasia), overseeing India’s bilateral relations with Russia, Ukraine, Central Asia, and the Caucasus—regions of enduring geopolitical relevance. Alongside, he also held the position of Chief Vigilance Officer of the Ministry of External Affairs from February 2020 to November 2022, underlining the trust reposed in his integrity and administrative acumen.
