Indian Bureaucracy, New Delhi, June 26, 2025| In a bid to recalibrate the administrative machinery of the National Capital Territory, the BJP-led government in Delhi has initiated yet another wave of high-level bureaucratic appointments—its third major reshuffle since assuming office.

Senior IAS officers Shri Bipul Pathak and Shri Prashant Goyal have been entrusted with new portfolios as part of the latest reshuffle, which also sees the induction of five officers from the Union Territories of Lakshadweep, Puducherry, and Goa. The appointments are widely viewed as an effort to infuse fresh momentum into Delhi’s administrative machinery—signaling a conscious departure from the legacy structures and operational ethos that defined the previous decade-long AAP government (2015–2025).

One of the important appointments is that of Shri Pandurang K Pole, who has been entrusted with the additional charge of Secretary, Urban Development, while continuing to oversee the Higher Education and Technical Education departments. His expanded role signals the administration’s intent to fast-track urban policy initiatives alongside education reforms. The Urban Development Department plays a central role in Delhi’s governance, overseeing planning and regularization of unauthorised colonies and funds infrastructure development projects. It serves as the nodal department for disaster management, particularly earthquake preparedness, implementation of key poverty alleviation programmes like the Urban Basic Services Programme for community development and the Swarn Jayanti Shahari Rojgar Yojna for skill training and self-employment support, are under Urban Development department.

  1. Shri Bipul Pathak IAS (AGMUT 1992), presently Additional Chief Secretary (ACS), Industries, with additional charge of ACS, Environment & Forests, is transferred and appointed as ACS – Finance & Planning, with additional charges of ACS – Industries, and, Chairman – Delhi State Industrial & Infrastructure Development Corporation Ltd. (DSIIDC).
  2. Shri Prashant Goyal IAS (AGMUT 1993), presently Additional Chief Secretary, Urban Development, with additional charge of Chairperson,  Shahjahanabad Redevelopment Corporation (SRDC), is transferred and appointed as Financial Commissioner.
  3. Shri Sandeep Kumar IAS (AGMUT 1997), upon joining GNCTD from Lakshadweep, is appointed as Principal Secretary – Vigilance, with additional charges of Principal Secretary – Administrative Reforms, and, Principal Secretary – Environment & Forests.
  4. Shri Pandurang K Pole IAS (AGMUT 2004), prSecretary, Higher Education and  Training & Technical Educationesently  (TTE), is given additional charge of Secretary – Urban Development, effective July 1, 2025.
  5. Shri A Nedunchezhiyan IAS (AGMUT 2012), on joining GNCTD from Puducherry, is appointed as Principal Director – Delhi Fire Service.
  6. Shri Arun Kumar Mishra IAS (AGMUT 2012), on joining GNCTD from Goa, will join Municipal Corporation of Delhi (MCD).
  7. Shri Suneel Anchipaka IAS (AGMUT 2014), on joining GNCTD from Goa, is transferred and appointed as Special Commissioner – Trade & Taxes.
