Indian Bureaucracy, New Delhi, May 15, 2029| The Central Board of Indirect Taxes and Customs (CBIC) has promoted six (06) Indian Revenue Service (Customs and Indirect Taxes) officers to the grade of Commissioner of Customs & Indirect Taxes (Senior Administrative Grade) through proforma promotion under the Next Below Rule (NBR), effective January 30, 2025.

In simpler terms, proforma promotion is like a ‘virtual’ promotion. It’s granted to a government officer who is eligible for a higher post but cannot physically occupy it at the moment, often because they are on deputation (working temporarily in another department). This ensures they don’t miss out on the benefits (like higher pay and seniority) they would have received if they were in their original department when their juniors got promoted.

The Next Below Rule (NBR) is the principle that triggers this. When a junior officer gets promoted to a higher grade and creates a vacancy in that grade, their senior who is currently away on deputation might be granted a proforma promotion to that same grade, even though they aren’t there to take the physical charge. This prevents the senior officer from being unfairly disadvantaged in their career progression due to their temporary assignment elsewhere.

  1. Smt Manasa Gangotri Kata IRS (2007) (Emp ID 3239 DoB 07.01.1984), presently on Central Deputation and posted as Director – Department of Financial Services, since 02-12-2024, is granted proforma promotion to the grade of Commissioner of Customs & Indirect Taxes (SAG) effective 30/01/2025.
  2. Shri Vivek IRS (2007) (Emp ID 3242 DoB 15.01.1980), presently, on Central Deputation and posted as Additional Director – Coordination and Admin, Central Economic Intelligence Bureau (CEIB), Department of Revenue, Ministry of Finance, since 21-12-2023, is granted proforma promotion to the grade of Commissioner of Customs & Indirect Taxes (SAG) effective 30/01/2025.
  3. Dr Neha Garg IRS (2007) (Emp ID 3248 DoB 26.10.1982), previously posted as Director, Ministry of Health & Family Welfare, and repatriated to parent cadre in March, 2025, is granted proforma promotion to the grade of Commissioner of Customs & Indirect Taxes (SAG) effective 30/01/2025.
  4. Shri M Arun Kanth IRS (2007) (Emp ID 3270 DoB 15.08.1983), is granted proforma promotion to the grade of Commissioner of Customs & Indirect Taxes (SAG) effective 30/01/2025.
  5. Ms Vijayarani S IRS (2007) (Emp ID 3280 DoB 20.08.1973), presently Regional Director (North), FASSI, is granted proforma promotion to the grade of Commissioner of Customs & Indirect Taxes (SAG) effective 30/01/2025.
  6. Shri J Mohammed Navfal IRS (2007) (Emp ID 3281 DoB 28.12.1980), presently on central deputation to TN Govt and posted as Additional Commissioner – Intelligence, Commercial Taxes, Chennai, is granted proforma promotion to the grade of Commissioner of Customs & Indirect Taxes (SAG) effective 30/01/2025.
