Indian Bureaucracy News, Imphal, June 27, 2026 | The Manipur government has transferred five top IAS and IFS officers, reassigning key portfolios ranging from urban development and smart city missions to social welfare and forest management. The transfers, come amid the state’s ongoing efforts to strengthen governance and accelerate developmental projects, even as it grapples with persistent security and humanitarian challenges. With senior bureaucrats like V K Dewangan handed additional charge of MAHUD and the Imphal Smart City mission, and R K Dinesh Singh moved to the Transport department, the rejig signals a clear push to realign administrative priorities and inject fresh momentum into critical sectors.
Details of the officers and their present and new postings is given below.
1. Shri Vivek Kumar Dewangan IAS (Manipur 1993), presently Additional Chief Secretary (ACS), Tribal Affairs & Hills, Manipur, and, General Administration Department (GAD), Manipur, with additional charge of Officer on Special Duty, Manipur Bhavan, New Delhi, is given additional charge of ACS – Municipal Administration, Housing and Urban Development (MAHUD), Chairman – Manipur Urban Development Agency (MUDA), and, Mission Director – Imphal Smart City Limited (ISCL), Manipur.
2. Shri Anurag Bajpai IFoS (Manipur), presently Principal Chief Conservator of Forests & Head of Forest Force (PCCF & HoFF), Manipur, and Additional Chief Secretary (ACS), Textiles, Commerce & Industries, and, ACS, Transport, Manipur, is relieved of the charge of Additional Chief Secretary – Transport, Manipur.
3. Shri Raj Kumar Dinesh Singh IAS (Manipur 2000), presently Principal Secretary, Department of Administrative Reforms, and, Municipal Administration Housing and Urban Development (MAHUD), Manipur, with additional charge of Commissioner, Departmental Enquiries (DE), Manipur, Chairman, Manipur Urban Development Agency (MUDA), and, Mission Director, Imphal Smart City Limited (ISCL), Manipur, is relieved of the charges of MAHUD, MUDA, and, ISCL, Manipur.
4. Smt Haobam Rosita IAS (Manipur 2009), presently Commissioner, Fisheries, Manipur, with additional charge of Secretary, Manipur Human Rights Commission, is transferred and appointed as Commissioner – Social Welfare, Manipur, and, Member Secretary – Manipur Commission for Protection of Child Rights (MCPCR).
5. Shri Robert Singh Kshetrinayum IAS (Manipur 2010), presently Commissioner, Social Welfare Department, Manipur, and, Member Secretary, Manipur Commission for Protection of Child Rights (MCPCR), is transferred and appointed as Commissioner – Fisheries, Manipur, with additional charge of Secretary – Manipur Human Rights Commission.
