20 Senior-Level Appointments Approved Across Key Central Government Departments
New Delhi: The Appointments Committee of the Cabinet has approved a significant set of appointments at the level of Joint Secretary and Joint Secretary-equivalent posts across several important ministries, departments and central organisations. The appointments cover a wide range of sectors, including administrative reforms, agriculture, atomic energy, consumer affairs, financial services, food distribution, urban development, investment management, social justice, disaster management and financial intelligence. The orders represent a broad movement of senior officers from different organised services, including the Indian Administrative Service (IAS), Indian Economic Service (IES), Indian Statistical Service (ISS), Indian Revenue Service (IRS), Indian Railway Services, Indian Forest Service (IFoS), Indian Audit and Accounts Service (IA&AS), Indian Telecom Service (ITS) and other Central Group ‘A’ services. Several of the appointments have been made for fixed tenures of five years, while others carry combined tenures extending up to specified dates or until the date of superannuation, whichever is earlier. The appointments also include a number of consequential postings, with officers moving into positions vacated by others who have completed their tenures or moved to new assignments.
Shri Avanish Kumar Mishra, ISS (2000), has been appointed as Joint Secretary in the Department of Administrative Reforms & Public Grievances for a tenure of five years up to 18 November 2028, or until further orders, whichever is earlier. The Department of Administrative Reforms & Public Grievances plays a central role in promoting improvements in public administration, governance reforms, citizen-centric delivery systems and the institutional strengthening of government processes. The appointment of a senior officer of the Indian Statistical Service to the department comes at a time when data-driven governance, performance measurement and evidence-based policymaking are increasingly important elements of administrative reform.
Shri Abhijit Phukon, IES (2004), has been appointed as Joint Secretary in the Department of Agriculture & Farmers Welfare for a tenure of five years, or until further orders, whichever is earlier, succeeding Ms. Neha Verma, IFoS (UD:2005). The Department of Agriculture & Farmers Welfare is responsible for policy formulation and implementation across a wide range of areas related to agricultural development, farmer welfare, crop production, agricultural productivity and allied sectors. The appointment brings an officer of the Indian Economic Service into a senior policy role in one of the country’s most important sectors. The department’s work encompasses major national priorities involving agricultural growth, farmer incomes, rural livelihoods and the expansion of modern agricultural systems.
Shri Anish Kumar, IRSE (Civil) (2001), has been appointed as Joint Secretary in the Department of Atomic Energy for a combined tenure of seven years up to 23 May 2028, or until further orders, whichever is earlier, vice Ms. Prajakta L Verma, IAS (MH:2001). The Department of Atomic Energy is responsible for India’s nuclear energy programme and a broad range of activities involving nuclear science, technology, research and strategic applications. The appointment of an officer from the Indian Railway Service of Engineers reflects the movement of experienced technical and administrative officers into senior policy and management positions across the Central Government.
Shri Satish Kumar, IRSEE (2002), has been appointed as Coal Controller at the Joint Secretary level in the Office of the Coal Controller under the Ministry of Coal for a combined tenure of seven years up to 10 June 2029, or until further orders, whichever is earlier, vice Shri Sajeesh Kumar N, IRTS (2002). The Coal Controller’s office has an important role in the administration and monitoring of the coal sector. The posting comes at a time when coal continues to remain a critical component of India’s energy and industrial ecosystem.
Ms. M Imkongla Jamir, IAS (KN:2002), has been appointed as Joint Secretary in the Department of Consumer Affairs for a tenure of five years, or until further orders, whichever is earlier, succeeding Shri Santosh Kumar Verma, IRSS (1995). The Department of Consumer Affairs is responsible for strengthening consumer protection, promoting consumer awareness and overseeing policy frameworks related to consumer rights and market practices. The Joint Secretary-level position involves important responsibilities in an environment where consumer markets are rapidly changing due to digital commerce, technology-driven services and new forms of retail and financial transactions.
Shri Sumit Garg, IRSEE (2002), has been appointed as Chief Executive Officer of the Investor Education & Protection Fund Authority under the Ministry of Corporate Affairs for a combined tenure of seven years up to 31 August 2029, or until further orders, whichever is earlier. The IEPFA has a significant mandate relating to investor awareness, education and protection. The authority works to promote financial literacy and awareness among investors and to address matters connected with investor protection.
Shri Ashutosh Jain, ITS (1993), has been appointed as Chairman and Managing Director of the National Handicapped Finance & Development Corporation under the Department of Empowerment of Persons with Disabilities for a tenure of five years, or until further orders, whichever is earlier, vice Shri Naveen Kumar Shah, IFoS (JK:2000). The NHFDC is associated with financial assistance and development-oriented initiatives for persons with disabilities. The CMD-level appointment comes with responsibilities relating to institutional leadership, financial programmes and the implementation of schemes intended to promote economic empowerment and inclusion.
Shri Pravin Laxminarayan Agrawal, IFoS (TR:1994), has been appointed as Joint Secretary in the Department of Ex-Servicemen Welfare up to the date of superannuation on 30 June 2028, or until further orders, whichever is earlier, vice Shri Ajay Kumar, IP&TA&FS (1983). The Department of Ex-Servicemen Welfare deals with policy and welfare measures for ex-servicemen and their dependants. The department’s work covers a wide range of issues relating to veterans, rehabilitation, resettlement and welfare support.
The Department of Financial Services will see two appointments at the Joint Secretary level. Shri Divesh Sehara, IAS (BH:2008), has been appointed as Joint Secretary in the Department of Financial Services for a tenure of five years, or until further orders, whichever is earlier, vice Shri Sanjay Lohiya, IAS (AM:1994). Shri Saurabh Kumar, IAS (CG:2009), has also been appointed as Joint Secretary in the Department of Financial Services for a combined tenure of five years up to 22 June 2030, or until further orders, whichever is earlier. The Department of Financial Services is responsible for policy matters relating to banking, financial institutions, insurance and pension-related sectors. The two appointments are expected to strengthen the senior administrative structure of the department.
Ms. Gunjan Krishna, IAS (KN:2004), has been appointed as Joint Secretary in the Department of Fisheries for a tenure of five years, or until further orders, whichever is earlier, vice Shri Sagar Mehra, CSS. The fisheries sector has emerged as an important component of India’s rural economy, food security and employment generation. The department’s responsibilities include policy support for fisheries development, aquaculture, infrastructure and the welfare of fishing communities.
Shri Tejpartap Singh, IRTS (1999), has been appointed as Executive Director in the Food Corporation of India under the Department of Food & Public Distribution up to the date of superannuation on 30 November 2030, or until further orders, whichever is earlier. The Food Corporation of India occupies a central position in India’s food management system. Its responsibilities include procurement, storage, movement and distribution of foodgrains, as well as supporting the country’s food security architecture.
Shri Kartikaye Mathur, IA&AS (2004), has been appointed as Advisor at the Joint Secretary level in the National Disaster Management Authority under the Ministry of Home Affairs for an overall tenure of five years up to 25 September 2028, or until further orders, whichever is earlier. The appointment comes in the context of the growing importance of institutional preparedness, disaster risk reduction, emergency response and resilience-building. The NDMA works with national and sub-national authorities to strengthen disaster management systems across the country.
Shri Kumar Ravi Kant Singh, IAS (UP:2008), has been appointed as Joint Secretary in the Ministry of Housing & Urban Affairs for an overall tenure up to 1 June 2027, or until further orders, whichever is earlier, vice Shri Kuldip Narayan, IAS (BH:2005). The Ministry of Housing & Urban Affairs is responsible for major national programmes related to urban development, housing, municipal governance, urban infrastructure and the development of cities.
Ms. Neha Verma, IFoS (UD:2005), has been appointed as Principal Commissioner at the Joint Secretary level in the Delhi Development Authority under the Ministry of Housing & Urban Affairs for an overall tenure of seven years up to 19 January 2029, or until further orders, whichever is earlier, vice Shri Vipul Aggarwal, IPS (GJ:2001). The DDA is one of the key institutions responsible for planned development and urban expansion in the National Capital Territory of Delhi. The Principal Commissioner-level assignment carries responsibilities connected with the administration and implementation of major urban development initiatives.
Shri Sudhir Shyam, IES (1999), has been appointed as Joint Secretary in the Department of Investment & Public Asset Management for a tenure of five years or up to the date of superannuation on 31 August 2031, whichever is earlier, or until further orders, vice Shri Manoj Kumar, IRS (IT:1994). DIPAM plays a significant role in the management of the government’s investment in public sector enterprises and matters relating to public asset management. The department is an important part of the government’s broader framework for managing public sector assets and investment-related policy.
Shri Kuldip Narayan, IAS (BH:2005), has been appointed as Adviser at the Joint Secretary level in NITI Aayog for an overall tenure of eight years up to 1 September 2027, or until further orders, whichever is earlier, vice Shri Sudhendu Jyoti Sinha, IRTS (1993). The appointment places an experienced IAS officer in a policy advisory role at the country’s premier public policy institution. NITI Aayog works on long-term policy formulation, cooperative federalism, development strategy and monitoring of key national priorities.
Ms. V Lalithalakshmi, IAS (WB:2008), has been appointed as Professor at the Joint Secretary level in the Lal Bahadur Shastri National Academy of Administration under the Department of Personnel & Training for a combined tenure of seven years up to 28 February 2029, or until further orders, whichever is earlier. LBSNAA plays a central role in the training of civil servants and in the development of administrative capacity. The Professor-level assignment involves an important role in professional training, academic engagement and the preparation of officers for public service responsibilities.
Shri Satya Pal Kumar, IRS (IT) (2005), has been appointed as Director at the Joint Secretary level in the Financial Intelligence Unit-India under the Department of Revenue for a tenure of five years, or until further orders, whichever is earlier, vice Shri Pankaj Kumar Mishra, IRS (IT:1989). FIU-IND plays a crucial role in receiving, processing, analysing and disseminating financial intelligence relating to suspected financial transactions. Its work is important for strengthening systems designed to identify and address financial irregularities.
Shri Sajeesh Kumar N, IRTS (2002), has been appointed as Joint Secretary in the Department of Social Justice & Empowerment for an overall tenure of five years up to 21 December 2028, or until further orders, whichever is earlier, vice Shri Sanjay Chilwarwar, IRSSE (1997). The Department of Social Justice & Empowerment is responsible for policies and programmes aimed at supporting disadvantaged and vulnerable sections of society. Its mandate covers a wide range of social welfare and empowerment initiatives.
Taken together, the appointments represent a broad-based restructuring of senior leadership across the Central Government. The orders bring officers from multiple services into strategic positions spanning economic policy, social welfare, urban governance, financial administration, energy, food security, consumer protection and national disaster management. The appointments also reflect the growing role of officers from specialised services in senior policymaking positions. Officers belonging to the Indian Statistical Service, Indian Economic Service, Indian Railway services, Indian Forest Service, Indian Audit and Accounts Service, Indian Telecom Service and other organised services have been assigned responsibilities in departments with wide-ranging national mandates.
