Shri Shiv Pal Singh, an accomplished officer of the 1997 batch of the Indian Forest Service (IFoS) from the Uttar Pradesh cadre, has built an illustrious career marked by administrative excellence, environmental stewardship, and leadership across diverse sectors of governance. With a strong academic foundation and extensive experience in both state and central government roles, he currently serves as the Chief Vigilance Officer (CVO) of Bharat Heavy Electricals Limited (BHEL), a position he assumed on 21 June 2022. His professional journey reflects a blend of technical expertise, policy insight, and administrative acumen.

Born with a keen interest in engineering and systems management, Shri Singh pursued his Bachelor’s Degree in Mechanical Engineering followed by a Master’s Degree in Thermal Engineering, both from the prestigious Indian Institute of Technology (IIT), Delhi. These academic qualifications provided him with a strong analytical and technical base that later complemented his administrative responsibilities. Further strengthening his understanding of governance and policymaking, he also studied Public Policy at the University of California, Berkeley, gaining global exposure to modern policy frameworks and governance strategies.

Upon joining the Indian Forest Service, Shri Shiv Pal Singh embarked on a career dedicated primarily to environmental management and public administration. During his tenure in the Uttar Pradesh cadre, he held several key positions at the district level where he managed forest administration, wildlife conservation, enforcement of environmental regulations, and protection of natural resources. These roles required balancing ecological preservation with developmental needs, a challenge he addressed through effective field-level governance and stakeholder engagement.

His work in forest and wildlife management exposed him to complex ecological challenges and strengthened his commitment to sustainable resource management. At the district level, he was involved in implementing forest conservation initiatives, preventing illegal logging, protecting wildlife habitats, and promoting community participation in conservation activities. These experiences helped him develop a comprehensive understanding of environmental governance and grassroots administration.

Beyond the forestry sector, Shri Singh also contributed significantly to tourism development in Uttar Pradesh. He served as Special Secretary in the Tourism Department of the state government, where he played a vital role in policy formulation and promotion of tourism infrastructure. Subsequently, he was appointed Managing Director of the Uttar Pradesh State Tourism Development Corporation (UPSTDC). In this role, he was responsible for strengthening tourism infrastructure, promoting heritage destinations, and improving hospitality services across the state. His leadership helped enhance the state’s tourism potential and improve institutional management within the tourism sector.

A notable aspect of Shri Singh’s career has been his experience in managing externally aided development projects. He has worked with several international funding agencies including the Japan International Cooperation Agency (JICA), the World Bank, and the Global Environment Facility (GEF). These projects often involved complex coordination between government departments, international institutions, and local stakeholders. His ability to navigate these collaborations successfully contributed to effective implementation of development and conservation initiatives.

At the national level, Shri Shiv Pal Singh has also served in key roles within the Ministry of Environment, Forest and Climate Change (MoEFCC). During his tenure in the ministry, he handled critical responsibilities related to wildlife conservation and forest management. He worked with the Wildlife Division and was associated with the National Tiger Conservation Authority (NTCA), where he contributed to policies and programs aimed at protecting India’s rich biodiversity, particularly its iconic tiger population. He was also involved in the Forest Conservation Division, which deals with regulating forest land use and ensuring sustainable forest management across the country.

His exposure to national environmental policymaking provided him with a broader perspective on ecological governance, biodiversity protection, and climate-related challenges. It also involved coordinating with state governments, conservation organizations, and scientific institutions to ensure the effective implementation of environmental policies.

In addition to his work in the environmental sector, Shri Singh also gained substantial experience in urban governance while serving in the Ministry of Housing and Urban Affairs (MoHUA). Here, he was closely associated with the implementation of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), one of the Government of India’s flagship urban development programs. The mission focuses on improving basic urban infrastructure such as water supply, sewerage systems, urban transport, and green spaces in cities across India.

Shri Singh managed the AMRUT program for a significant portion of its operational period, overseeing project implementation, monitoring progress, and coordinating with state governments and urban local bodies. His role involved ensuring that the mission’s objectives of improving urban infrastructure and enhancing the quality of life in cities were effectively realized.

Currently serving as the Chief Vigilance Officer of BHEL, Shri Shiv Pal Singh is responsible for strengthening vigilance mechanisms, promoting transparency, and ensuring adherence to ethical governance practices within the organization. BHEL, being one of India’s largest public sector engineering enterprises, plays a crucial role in the country’s power and industrial sectors. As CVO, Shri Singh’s responsibilities include overseeing vigilance administration, preventing corruption, and ensuring compliance with government guidelines.
