Vikram IAS appointed as MD – DHBVN
Shri Vikram IAS (Haryana 2014), presently Deputy Commissioner, Faridabad, is transferred and appointed as Managing Director – Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN)
Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN) is a government-owned power distribution company responsible for supplying electricity to the southern parts of the Indian state of Haryana. It plays a crucial role in ensuring reliable and efficient power distribution to both urban and rural consumers across its jurisdiction.
DHBVN was established on 1 July 1999 following the restructuring of the Haryana State Electricity Board (HSEB). This unbundling was part of power sector reforms aimed at improving efficiency, transparency, and service delivery. The company operates under the administrative control of the Government of Haryana and works in coordination with power generation and transmission utilities in the state.
The operational area of DHBVN covers several important districts of southern Haryana, including Gurugram, Faridabad, Rewari, Mahendragarh, Nuh, Palwal, Charkhi Dadri, Jhajjar, Sonipat, and parts of Bhiwani and Rohtak. These regions include rapidly urbanizing cities, industrial hubs, and extensive rural belts, making DHBVN’s role vital for economic growth and daily life.
The primary function of DHBVN is the distribution and retail supply of electricity to domestic, commercial, industrial, and agricultural consumers. The company manages a vast network of substations, transformers, and distribution lines to meet the growing power demand. Special attention is given to agricultural consumers, especially during peak irrigation seasons, while balancing the needs of industries and households.
In recent years, DHBVN has undertaken several initiatives to modernize its operations. These include the introduction of online billing and payment systems, mobile apps for consumer services, smart metering projects, and automated complaint redressal mechanisms. Efforts have also been made to reduce Aggregate Technical and Commercial (AT&C) losses through better infrastructure, vigilance drives, and consumer awareness programs.
DHBVN also plays a role in implementing central and state government schemes such as Saubhagya, Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), and Integrated Power Development Scheme (IPDS), aimed at improving last-mile connectivity, strengthening distribution networks, and providing universal electricity access.
Despite challenges such as rising demand, power theft, and infrastructure stress in high-growth areas, DHBVN continues to focus on service improvement and sustainability. With ongoing reforms, technological adoption, and infrastructure upgrades, Dakshin Haryana Bijli Vitran Nigam Limited remains a key pillar in supporting Haryana’s development and powering its future.
Indian Bureaucracy Network wishes Shri Vikram the very best.
