Shri Venkatesapathy S IAS (Kerala 2009) has been appointed as Joint Secretary- Ministry of Ports, Shipping & Waterways for an overall tenure of five years upto 01/05/2028.

Shri Venkatesapathy S, IAS is a senior officer of the Indian Administrative Service, known for his wide-ranging administrative experience across infrastructure, maritime development, water resources, and district governance. With a strong academic foundation and a career spanning both state and central assignments, he has established himself as a capable and forward-looking administrator.

Shri Venkatesapathy holds a B.Tech in Production Engineering from Anna University, where he studied at the renowned Madras Institute of Technology and graduated with first class. He further strengthened his policy credentials by earning a Master of Arts in Public Policy from Indira Gandhi National Open University, also in first division. In addition, he completed a postgraduate qualification in Law and Governance from IGNOU. This combination of engineering, policy, and legal education provides him with a multidisciplinary perspective essential for handling complex governance challenges.

Ministry of Ports, Shipping and Waterways (MoPSW)

At present, Shri Venkatesapathy is serving as Joint Secretary in the Ministry of Ports, Shipping and Waterways, Government of India, since April 2026. In this role, he is responsible for policy formulation, coordination, and implementation of initiatives related to port-led development, maritime logistics, and inland waterways. His work contributes to improving India’s trade infrastructure and enhancing the efficiency of the transport sector. Prior to this, he served as Joint Secretary in the same ministry from March 2025 to April 2026, handling critical aspects of transport and port administration. His elevation reflects his deep expertise and sustained contributions to the maritime sector.

Earlier, he served as Director in the Ministry of Ports, Shipping and Waterways from May 2023 to March 2025. During this period, he played a key role in executing policies and projects aimed at strengthening port infrastructure and improving connectivity. His experience at the central level has given him significant exposure to national-level policy-making and inter-ministerial coordination.

Before moving to the Centre, Shri Venkatesapathy held several key positions in the Government of Kerala. As Managing Director in the Water Resources Department in Thiruvananthapuram from 2020 to 2023, he was responsible for overseeing projects related to irrigation, drinking water supply, and water resource management. His tenure contributed to strengthening infrastructure and improving access to water resources.

He also served as Director in the Department of Agriculture, Animal Husbandry, Dairy Development, and Fisheries, specifically in the Directorate of Fisheries. In this role, he focused on improving fisheries development, enhancing livelihoods of coastal communities, and implementing sectoral policies effectively.

Shri Venkatesapathy has extensive experience in district administration as well. He served as District Collector of Thiruvananthapuram and Malappuram, where he was responsible for maintaining law and order, implementing government schemes, and managing disaster response. His tenure in these districts demonstrated his ability to handle complex administrative challenges and deliver effective governance at the grassroots level.

Earlier in his career, he held positions such as Managing Director in the Food and Civil Supplies Department in Ernakulam, where he oversaw public distribution systems and food security operations. He also served as Secretary in urban administration in Thiruvananthapuram, contributing to municipal governance and urban development initiatives.

His foundational administrative experience includes roles as Sub Collector in Kasargod, Devikulam, and Idukki, as well as Assistant Collector in Kozhikode. These assignments provided him with hands-on experience in land revenue management, sub-divisional administration, and public service delivery. Like all IAS officers, he underwent professional training at the Lal Bahadur Shastri National Academy of Administration, which prepared him for the diverse responsibilities of governance.
