V Vidyavathi IAS given additional charge as Secretary- Dept of Social Justice & Empowerment
Ms. V Vidyavathi IAS (Karnataka 1991) presently Secretary- Department of Empowerment of Persons with Disabilities (Divyangjan) has been given the additional charge of the post of Secretary- Department of Social Justice & Empowerment from 08.07.2026 to 25.07.2026 during the period of absence of Shri Sudhansh Pant IAS (Rajasthan 1991).
Ms. V Vidyavathi is a senior Indian Administrative Service (IAS) officer of the 1991 Karnataka cadre, widely recognised for her distinguished career spanning more than three decades across governance, public administration, tourism, culture, environmental management, and social justice. With extensive experience in both the Government of Karnataka and the Government of India, she has consistently demonstrated administrative competence, policy vision, and a commitment to citizen-centric governance.
A graduate in English Literature, Ms. Vidyavathi laid a strong academic foundation that has complemented her administrative career with effective communication, analytical thinking, and leadership skills. She further strengthened her professional capabilities by completing a Post Graduate Programme in Public Policy and Management in 2002. She has also undergone the mandatory Mid-Career Training Programme for IAS officers and participated in several in-service training programmes aimed at enhancing governance and public administration.
Presently, she serves as Secretary, Department of Social Justice & Empowerment, Government of India, where she oversees policies and programmes dedicated to the welfare and empowerment of disadvantaged sections of society. The Department plays a vital role in promoting inclusive development, social equity, and the protection of the rights of vulnerable communities, including persons with disabilities. In this capacity, she is responsible for guiding policy formulation, programme implementation, inter-ministerial coordination, and institutional reforms that strengthen the country’s social welfare framework.
Before assuming her current assignment, Ms. Vidyavathi served as Secretary, Ministry of Tourism, where she played an important role in advancing India’s tourism sector. Her tenure coincided with a period of renewed focus on tourism promotion, destination development, infrastructure enhancement, and sustainable tourism practices. She contributed to initiatives designed to strengthen India’s position as a global tourism destination while encouraging domestic tourism and improving visitor experiences.
Earlier, she served as Director General of the Archaeological Survey of India (ASI), one of the country’s premier heritage conservation institutions. During her tenure, she supervised the preservation, conservation, and management of India’s rich archaeological and cultural heritage. Her leadership focused on protecting nationally significant monuments, promoting archaeological research, and enhancing heritage conservation through modern administrative practices.
Her experience at the Government of India also includes key assignments as Joint Secretary in the Ministry of Environment, Forest and Climate Change, where she dealt with important environmental policy matters, and as Joint Secretary in the Cabinet Secretariat, contributing to high-level coordination within the Union Government. She also served in the Department of Personnel and Training as well as the Department of Administrative Reforms and Public Grievances, where she was associated with initiatives aimed at improving governance, administrative efficiency, and public service delivery.
One of the defining phases of her career was her long tenure in the Prime Minister’s Office, where she served first as Deputy Secretary and later as Director. Working in one of the highest decision-making institutions of the Government of India, she gained extensive experience in policy coordination, governance oversight, and inter-ministerial collaboration across diverse sectors.
Within the Karnataka Government, Ms. Vidyavathi held several important administrative positions that provided her with extensive grassroots governance experience. She served as Joint Secretary and Additional Secretary to the Chief Minister, facilitating policy coordination at the highest level of the State Government. Earlier, she worked as Director in the Departments of Women and Child Development and Panchayati Raj, contributing to programmes focused on women’s empowerment, rural governance, and decentralised administration.
Her district-level assignments include serving as Chief Executive Officer of Bangalore Urban Zila Panchayat, where she worked closely with local self-government institutions to strengthen rural development and grassroots administration. She also served as Deputy Secretary in the Medical Education Department and as Assistant Commissioner in Shimoga, gaining valuable experience in district administration, land revenue management, and public service delivery.
Throughout her career, Ms. Vidyavathi has demonstrated exceptional versatility by successfully handling diverse sectors including social justice, tourism, culture, environment, personnel administration, public grievances, rural development, women and child welfare, medical education, and district governance. Her ability to manage complex policy environments while ensuring efficient implementation has earned her a reputation as a capable and effective civil servant.
With her extensive administrative experience at both the State and Central levels, Ms. Vidyavathi continues to contribute significantly to public policy and governance. Her leadership reflects a balanced approach that combines institutional strengthening, policy innovation, administrative reforms, and inclusive development, making her one of the distinguished senior officers serving the Government of India today.
The Secretary of the Department of Social Justice & Empowerment holds one of the most significant leadership positions in the Government of India, entrusted with the responsibility of shaping policies and programmes that promote equality, dignity, and inclusion for disadvantaged and marginalized sections of society. Another important dimension of the Secretary’s role involves promoting inclusivity and equal opportunities for transgender persons and other socially excluded communities. Policy initiatives focus on access to education, healthcare, skill development, housing, legal protection, and employment opportunities while encouraging greater societal acceptance and reducing discrimination.
