Shri Surendra Gupta, IAS, is a senior Indian Administrative Service officer of the West Bengal cadre, known for his extensive experience in district administration, public health, urban development, and general administration. With a strong academic foundation in the life sciences and a career spanning over two and a half decades, he brings a distinctive blend of scientific temper, administrative discipline, and institutional continuity to public service.

Academically, Shri Gupta has an exceptional record. He holds an M.Phil. in Botany (First Division), a Postgraduate degree in Botany (First Division), and a Graduate degree in Botany (First Division). This sustained academic excellence has shaped a methodical, evidence-based approach to governance, particularly visible in his handling of technically complex departments such as health, public health engineering, and urban infrastructure.

Currently, Shri Gupta is serving as Divisional Commissioner, Presidency Division, in the rank of Additional Secretary, a position he has held since November 2023. In this role, he oversees administrative coordination, supervision of district administrations, and implementation of key governance reforms across one of the most significant administrative divisions of the state. His responsibilities involve balancing policy directives with ground-level realities, a role requiring both administrative maturity and strategic oversight. In addition, he has been holding additional charge as Commissioner, Presidency Division, further reinforcing his central role in divisional administration.

Prior to this, Shri Gupta served as Principal Secretary to the Government, Public Health & Family Welfare Department (January 2022 – November 2023). His tenure coincided with a critical phase for public health systems, requiring focused attention on healthcare delivery, institutional coordination, and strengthening of health infrastructure. His work during this period contributed to reinforcing administrative processes and inter-departmental convergence in a sector of high public sensitivity—often tracked under Top Indian Bureaucracy News.

Parallel to his health portfolio, Shri Gupta also served as Secretary, Department of Public Health Engineering (August 2021 – November 2023). This assignment involved oversight of drinking water supply, sanitation, and water resource management initiatives. His scientific background proved particularly relevant in addressing technically demanding issues related to water infrastructure and public utilities, ensuring policy decisions were informed by both data and field realities.

Earlier, Shri Gupta held the position of Principal Secretary to Government in Personnel and General Administration (October 2019 – August 2021), where he dealt with cadre management, administrative reforms, and governance processes. This role required a high degree of procedural clarity and discretion, and it further strengthened his profile as a dependable institutional administrator.

Shri Gupta’s experience also extends to public sector and urban governance. As Managing Director, West Bengal Industrial Development Corporation (2016–2017), he was involved in industrial promotion and infrastructure facilitation. Subsequently, as Chief Executive Officer of the Kolkata Metropolitan Development Authority (2013–2016), he handled complex urban development projects, metropolitan planning, and coordination among multiple civic agencies—experience that later led to his additional charge again as CEO, KMDA, in 2024.

A substantial portion of Shri Gupta’s career has been devoted to district administration, forming the backbone of his administrative expertise. He served as District Magistrate of Bankura, Darjeeling, and West Midnapore, managing land revenue administration, development programmes, law and order, and disaster response across diverse geographic and socio-economic settings. Earlier, he held multiple positions as Additional District Magistrate in East Midnapore, West Midnapore, Haldia, and Darjeeling, gaining deep grassroots exposure and operational experience.

His early career postings as Executive Magistrate, Assistant Magistrate, and trainee officer laid a strong foundation in field administration and public interface, shaping a grounded and practical administrative outlook.

Overall, Shri Surendra Gupta, IAS, is regarded as a disciplined, technically informed, and institution-focused administrator. His career progression reflects steady trust reposed in him across sensitive and complex portfolios, rather than high-visibility assignments alone. With strong academic credentials and extensive field and secretariat experience, he exemplifies a balanced approach to governance.
