Shri Sunil Kumar Barnwal IAS (Jharkhand 1997) presently Chief Executive Officer-
National Health Authority, Department of Health & Family Welfare has been given extension in central deputation tenure for a period up to 02.12.2027 by theAppointments Committee of the Cabinet.
Shri Sunil Kumar Barnwal is one of the most academically accomplished and administratively versatile officers of the Indian Administrative Service, representing a rare blend of technical expertise, legal scholarship, global policy education, and deep grassroots governance experience. His career reflects a unique convergence of engineering precision, legal reasoning, public policy vision, and institutional leadership, making him a distinguished figure in contemporary Indian administration.
An outstanding scholar, Shri Barnwal’s academic journey is remarkable for both its depth and diversity. He began with a B.Tech in Petroleum Engineering from the Indian School of Mines (now IIT Dhanbad), securing First Class, demonstrating early technical excellence. He went on to pursue multiple degrees in law from Ranchi University, earning an LL.B., followed by a B.A., LL.B., both in First Class, establishing a strong foundation in constitutional, administrative, and public law. His academic pursuit then expanded to the global stage through advanced studies in public policy and management at two of the world’s most prestigious institutions — the Lee Kuan Yew School of Public Policy (National University of Singapore) and the Kennedy School of Government (Harvard University). He earned both M.A. in Public Management and Master in Public Management (MPM) with Grade ‘A’, reflecting exceptional academic performance in global governance and leadership studies. Further strengthening his scholarly credentials, Shri Barnwal completed his Ph.D. in Management from the Indian School of Mines, Dhanbad, underlining his commitment to research-driven governance and institutional knowledge.
At the national level, Shri Barnwal has held some of the most strategically significant positions in the Government of India. He currently serves as Chief Executive Officer of the National Health Authority, with rank equivalent to Additional Secretary, where he leads one of the country’s most critical health governance institutions, central to public healthcare financing and national health policy implementation. Prior to this, he served as Additional Secretary in the Department of Higher Education, Ministry of Education, where he played a key role in shaping higher education policy, institutional reforms, and national capacity-building initiatives. His tenure as Joint Secretary in the Ministry of Home Affairs placed him at the core of India’s internal governance and national policy coordination framework, reflecting the trust reposed in him for handling sensitive and high-impact portfolios.
At the state level, Shri Barnwal has contributed extensively to governance in Jharkhand across a wide spectrum of sectors. He served as Secretary to the Chief Minister, a role that placed him at the strategic center of state governance, coordination, and policy execution. His leadership extended across critical departments including Industries and Mines, Information Technology, Information and Public Relations, Finance, Labour, Urban Development, Housing, Tribal Welfare, Social Welfare, Education, and Panchayati Raj, demonstrating extraordinary administrative versatility.
His work in industries, mining, and economic policy contributed to investment facilitation and industrial development, while his leadership in IT and e-governance strengthened digital governance frameworks and public service delivery systems. As Labour Commissioner, he played a vital role in labour administration and employment governance. His contributions to tribal welfare and social justice reflected a deep commitment to inclusive development and marginalized communities.
Shri Barnwal also has a strong foundation in district and grassroots administration. He served as Deputy Commissioner-cum-District Magistrate in multiple districts including Dhanbad, Deoghar, Jamshedpur, Pakur, and Chatra, where he directly led district governance, law and order administration, development programmes, and citizen-centric service delivery. His early administrative roles as Sub-Divisional Officer, and in census operations, rural development, and land administration, shaped his deep understanding of governance at the people’s interface.
His international exposure through foreign training in Singapore and academic engagement with global policy institutions further strengthened his comparative governance perspective, enabling him to integrate global best practices into Indian administrative systems.
