Shri Sunil Kumar Barnwal, an accomplished Indian Administrative Service (IAS) officer, has been empanelled as Additional Secretary to the Government of India. He holds a B.Tech. in Petroleum Engineering from the Indian School of Mines, Dhanbad, where he graduated with First Class. His legal and administrative acumen is reflected through his LL.B. and B.A., LL.B. from Ranchi University, both earned with First Class distinction. Further enhancing his credentials, he pursued Master’s degrees in Public Management (M.A. and M.P.M.) from the Lee Kuan Yew School of Public Policy (NUS) and Harvard Kennedy School, securing Grade ‘A’ in both. He was also awarded a Ph.D. in Management by the Indian School of Mines, Dhanbad.
Shri Barnwal’s career spans over two decades with extensive experience in governance, administration, and policy implementation across sectors such as education, home affairs, revenue, public relations, industry, IT, tribal welfare, urban development, rural development, and land revenue. His key assignments at the central level include serving as Additional Secretary in the Ministry of Education (Higher Education) since June 2023 and Joint Secretary in the Ministry of Home Affairs from December 2020 to June 2023. He has also held pivotal roles in the Government of Jharkhand, such as Secretary to the Chief Minister, Secretary in the Departments of IT, Industries, and IPR, Managing Director of Tribal Co-operative Development Corporation, and District Magistrate in multiple districts including Dhanbad, Deoghar, and Jamshedpur.
Throughout his tenure, he has contributed significantly to public management, digital governance, education, and tribal empowerment. His leadership has been instrumental in promoting e-governance and implementing reform-oriented policies in various departments.
