Shri Rohit Kumar Mishra IOFS (2009) has been appointed as CVO- Bridge & Roof Company (India) Ltd.(BRCIL), Kolkata under the Ministry of Heavy Industries with pay at level 13 for an initial period of 3 years .
The Bridge and Roof Company (India) Limited (BRCIL), headquartered in Kolkata, is a premier Central Public Sector Enterprise under the Ministry of Heavy Industries, engaged in engineering, construction, and project management services. Established in 1920, BRCIL has built a strong reputation in executing complex infrastructure and industrial projects across sectors such as oil & gas, power, steel, and urban infrastructure. With its pan-India presence and overseas operations, the company plays a significant role in nation-building by delivering high-quality engineering solutions and contributing to India’s industrial growth.
Given the scale and technical nature of its operations, maintaining transparency, accountability, and integrity in all processes is critical. This responsibility is entrusted to the Chief Vigilance Officer (CVO), who serves as the nodal authority for vigilance administration within the organisation. The CVO works in close coordination with the Central Vigilance Commission to ensure adherence to vigilance guidelines and promote ethical governance practices.
At BRCIL, the CVO is responsible for implementing both preventive and punitive vigilance mechanisms. Preventive vigilance includes identifying potential risk areas in project execution, procurement, and contract management, and recommending systemic improvements to minimize opportunities for corruption. The CVO also conducts regular inspections, reviews sensitive posts, and promotes awareness among employees about integrity and ethical conduct.
On the enforcement side, the CVO handles complaints related to corruption or misconduct, supervises investigations, and ensures that disciplinary proceedings are conducted in a fair, transparent, and time-bound manner. The officer advises the management on vigilance matters and helps strengthen internal control systems to enhance operational efficiency and accountability.
In a project-intensive PSU like BRCIL, where large contracts, procurement activities, and public funds are involved, the role of the CVO is particularly significant. By fostering a culture of probity and transparency, the CVO ensures that the organisation’s operations remain aligned with the highest standards of governance. This not only safeguards public resources but also enhances the credibility and performance of the company in delivering critical infrastructure projects.
