Riya Kejriwal IAS transferred as Special Secretary- ICDS Department, Uttar Pradesh

Ms Riya Kejriwal IAS (Uttar Pradesh 2017), presently Managing Director (MD)- Madhyanchal Vidyut Vitran Nigam Limited (MVVNL), Lucknow, has been transferred and appointed as Special Secretary- ICDS Department (Bal Vikas Seva Evam Pustahar Vibhag), Uttar Pradesh.

The Special Secretary, Integrated Child Development Services (ICDS) Department, Government of Uttar Pradesh, occupies a key administrative position in one of the state’s most significant social welfare departments. The office plays a crucial role in strengthening programmes aimed at improving the health, nutrition, early childhood care, and overall well-being of women and children. By providing strategic leadership, policy coordination, and administrative oversight, the Special Secretary contributes significantly to the effective implementation of welfare initiatives that directly impact millions of beneficiaries across Uttar Pradesh.

Working under the Department of Women Welfare and Child Development, the Special Secretary assists in formulating policies, monitoring programme implementation, and ensuring that government schemes achieve their intended outcomes. The position requires close coordination with senior officials, district administrations, development partners, and implementing agencies to ensure efficient delivery of services under the Integrated Child Development Services (ICDS) programme and other child-centric initiatives.

One of the primary responsibilities of the office is to supervise the implementation of ICDS, one of India’s flagship programmes for early childhood development. The scheme provides a comprehensive package of services, including supplementary nutrition, pre-school education, health check-ups, immunization support, nutrition and health education, and referral services for children below six years of age, pregnant women, and lactating mothers. The Special Secretary plays a vital role in ensuring that these services are delivered efficiently through the extensive network of Anganwadi Centres across the state.

Policy planning and programme monitoring constitute another important aspect of the position. The Special Secretary reviews the progress of various schemes, evaluates performance indicators, analyses field reports, and recommends policy interventions to improve service delivery. Regular monitoring mechanisms help identify implementation gaps, strengthen accountability, and ensure that welfare programmes reach the most vulnerable sections of society.

The office also coordinates closely with multiple departments, including Health, Education, Rural Development, Panchayati Raj, Food and Civil Supplies, and Social Welfare, to facilitate convergence in the delivery of child development and nutrition services. Such inter-departmental coordination enables the government to adopt an integrated approach towards reducing malnutrition, improving maternal health, promoting early childhood education, and enhancing the overall quality of life of women and children.

Nutritional security remains a major focus area of the ICDS Department. The Special Secretary oversees initiatives aimed at improving nutritional outcomes among children and mothers through supplementary nutrition programmes, awareness campaigns on balanced diets, growth monitoring, and nutrition counselling. These efforts support the broader objective of reducing malnutrition and promoting healthier communities across Uttar Pradesh.

The position also involves overseeing administrative reforms and digital governance initiatives within the department. The increasing use of technology for beneficiary registration, real-time monitoring, data management, and service delivery has strengthened transparency and operational efficiency. Digital platforms enable better tracking of programme implementation while facilitating evidence-based decision-making and improved monitoring at the state and district levels.

Capacity building forms another important responsibility of the office. The Special Secretary supports training programmes for departmental officers, Child Development Project Officers (CDPOs), Supervisors, and Anganwadi Workers to enhance their professional competencies and improve the quality of services delivered at the grassroots level. Continuous skill development helps ensure effective implementation of evolving government policies and welfare programmes.

The office also contributes to the implementation of national flagship initiatives relating to nutrition, women’s empowerment, early childhood development, and child protection. By coordinating with the Government of India and other stakeholders, the department ensures alignment with national priorities while addressing the specific developmental needs of Uttar Pradesh.

As Uttar Pradesh continues to strengthen its human development indicators, the role of the Special Secretary, Integrated Child Development Services (ICDS) Department assumes growing importance. Through policy leadership, efficient programme management, inter-departmental coordination, and a sustained commitment to improving the lives of women and children, the office contributes significantly to building a healthier, better-nourished, and more inclusive society. The position reflects the Government’s continued emphasis on social development, child welfare, and inclusive governance as essential pillars of sustainable progress.
