Indian Bureaucracy News, Chandigarh, October 30, 2025 | The Punjab government has reassigned senior IAS officers to key portfolios in agriculture, power, and health, signalling a move toward greater administrative consolidation across these high-impact sectors.
The reshuffle comes at a time when the state is navigating two pressing challenges — the devastating floods earlier this year that affected over 20 lakh people across 2,050 villages, submerging 1.76 lakh hectares of farmland and causing crop losses worth several thousand crore rupees; and the persistent drug-abuse crisis, with Punjab accounting for nearly 44.5% of India’s heroin seizures in 2024 despite having only 2.3% of the country’s population.
In this context, the realignment of portfolios appears to be aimed at improving coordination and policy coherence. The consolidation of agriculture-related departments under single leadership is expected to strengthen the state’s efforts in farm diversification, soil conservation, and sustainable resource management amid mounting groundwater stress. Similarly, the integration of power, renewable energy, and utility corporations (PSTCL and PSPCL) under one administrative framework supports Punjab’s ongoing efforts to expand its renewable energy mix and rationalise power subsidies.
The coupling of health and anti-narcotics functions further reflects a shift toward a more holistic, public health–oriented approach to combating drug addiction, moving beyond purely enforcement-based measures. The portfolios have largely been allocated to mid-career IAS officers from the 2004–2012 batches, maintaining administrative continuity within departments that are central to the state’s economic and social priorities.

- Shri Basant Garg IAS (Punjab 2005), presently Administrative Secretary, Agriculture and Farmer’s Welfare, Punjab, with additional charge of Secretary, Health and Family Welfare, Punjab, Nodal Officer, Anti-Drug Campaign, Administrative Secretary, Horticulture, and, Administrative Secretary – Soil and Water Conservation, is transferred and appointed as Administrative Secretary – Power, Punjab, with additional charge of Administrative Secretary – New & Renewable Energy Sources, Punjab, Chairman-cum-Managing Director (CMD) – Punjab State Transmission Corporation Ltd., CMD – Punjab State Power Corporation Ltd., relieving Shri Ajoy Kumar Sinha IAS.
- Shri Sanyam Aggarwal IAS (Punjab 2012), presently Special Secretary, Health & Family Welfare, Punjab, with additional charge of Chief Executive Officer, State Health Agency, Punjab, is given additional charge of and Nodal Officer – Anti-Drug Campaign, Punjab, relieving Shri Basant Garg IAS of the additional charge.
