13 IAS Officers Transferred in Manipur, Major Shake-up after President’s Rule

Indian Bureaucracy, Imphal, May 05, 2025| Against the backdrop of ongoing ethnic strife and the implementation of President’s Rule, Manipur witnessed a significant reshuffle in its administration on May 5, 2025. An official notification announced the transfer of thirteen (13) IAS officers. This bureaucratic shake-up occurs as the state continues to grapple with the deep-seated conflict between the Meitei and Kuki-Zo communities, a crisis that has claimed over 260 lives and displaced thousands since May 2023. The clashes, rooted in disputes over tribal status, land, and political influence, have exacerbated existing administrative and social divisions, posing considerable challenges to governance in Manipur. List of the officers transferred and their new assignments are listed below.

  1. Shri Ningthoujam Geoffrey IAS (Manipur 2007 ), presently Commissioner-cum- Secretary, Social Welfare, with additional charge of Micro Irrigation (MI), Command Area Development Department (CADA), WRI & CEO, Manipur Infrastructure Development Agency (MIDA), is relieved of the additional charge of Minor Irrigation (MI) department.
  2. Shri Robert Singh Kshetrinayum IAS (Manipur 2010), presently Secretary, Manipur Lok Ayukta, is given additional charge of Secretary – Minor Irrigation, Manipur.
  3. Shri Krishna Kumar IAS (Manipur 2013 ), presently Deputy Commissioner, Tengnoupal, Manipur, is transferred and appointed as Special Secretary – Power, with additional charge of MD – Manipur State Power Distribution Company Limited (MSPDCL).
  4. Dr Nivedita Lairenlakpam IAS (Manipur 2014 ), presently Director, Transport, is transferred and appointed as Deputy Commissioner – Imphal East, Manipur.
  5. Shri Lourembam Bikram IAS (Manipur 2015), presently Deputy Commissioner – Bishnupur, Manipur, is transferred and appointed as Director – Tourism, Manipur.
  6. Shri A Subhash Singh IAS (Manipur 2015), presently Deputy Commissioner, Thoubal DC  h, Manipur, is transferred and appointed as Additional Secretary – Home and Personnel Departments, with additional charge of Director – Institutional Finance.
  7. Smt Khumanthem Diana IAS (Manipur 2016), presently Deputy Commissioner, Imphal East, is transferred and appointed as Director – Transport, with additional charge of Additional Secretary Veterinary And Animal Husbandry Services Department, Manipur.
  8. Shri Ranjan Yumnam IAS (Manipur 2016), presently Director, Institutional Finance, is transferred and appointed as Additional Secretary – Municipal Administration, Housing & Urban Development (MAHUD) and Public Health Engineering Department (PHED), Manipur.
  9. Smt Pooja Elangbam IAS (Manipur 2018 ), presently Director Tourism, is transferred and appointed as the Deputy Commissioner – Bishnupur, Manipur.
  10. Shri Luckyson Ngamsha Kashung IAS (Manipur 2021), presently Joint Secretary, Textiles, Commerce & Industries, is is transferred and appointed as Director – Tribal Affairs and Hills Department, Director – The Tribal Research Institute (TRI), and MD – Manipur Tribal Development Corporation Ltd. (MTDC).
  11. Smt Hannah Kahmei IAS (Manipur 2021), presently Joint Secretary, Public Health Engineering Department, Veterinary And Animal Husbandry Services Department, Skill, Labour, Employment & Entrepreneurship Department, with additional charge of Director – Tribal Affairs and Hills Department, Director – The Tribal Research Institute (TRI), and MD – Manipur Tribal Development Corporation Ltd. (MTDC), is transferred and appointed as Deputy Commissioner – Thoubal, Manipur.
  12. Shri Saurabh Yadav IAS (Manipur 2021), presently Joint Secretary, Transport, and Joint Secretary, Power, is transferred and appointed as Deputy Commissioner – Tengnoupal, Manipur.
  13. Shri Uppuluri Chaitanya IAS (Manipur 2022), presently ADC, Kakching, is transferred and appointed as SDO – Waikhong and BDO – Langmeidong.
