Shri Pramod Kumar Choudhary IRSS (1998) presently CVO- Telecommunications Consultants India Ltd. (TCIL), Delhi has been given the additional charge of the post of CVO- Bharat Sanchar Nigam Ltd. (BSNL), Delhi for a period of six months.
About IRSS Pramod Kumar Choudhary | Shri Pramod Kumar Choudhary, an accomplished officer of the Indian Railway Stores Service (IRSS), is presently serving as the Chief Vigilance Officer (CVO), Telecommunications Consultants India Limited (TCIL), New Delhi, a position he has held since March 2024. With an illustrious career spanning more than three decades in the Indian Railways and public sector governance, he has established himself as a versatile administrator known for his expertise in vigilance, procurement, materials management, public policy, information technology, and organizational leadership. His professional journey reflects a rare blend of technical competence, strategic thinking, and a deep commitment to integrity in public administration.
As the Chief Vigilance Officer of TCIL, Shri Choudhary is entrusted with strengthening the organization’s vigilance framework, promoting transparency, ensuring compliance with established procedures, and fostering ethical governance across the enterprise. His role is central to enhancing institutional accountability while supporting the organization in maintaining the highest standards of integrity in its operations and decision-making processes.
Before joining TCIL, Shri Choudhary served as the Chief Vigilance Officer at Diesel Locomotive Works (DLW), Varanasi—now known as Banaras Locomotive Works—from July 2020 to March 2024. During this tenure, he played a pivotal role in reinforcing preventive vigilance mechanisms, streamlining procurement oversight, and encouraging transparent administrative practices. His leadership contributed significantly to strengthening governance systems within one of Indian Railways’ premier locomotive manufacturing units.
Earlier, he held the dual responsibility of Chief Material Manager and Chief Public Relations Officer at Chittaranjan Locomotive Works (CLW) between August 2019 and July 2020. In this multifaceted assignment, he successfully combined the complex responsibilities of supply chain management with strategic public communication. His work involved ensuring efficient procurement and inventory management while simultaneously strengthening stakeholder engagement and organizational outreach.
Prior to this, Shri Choudhary served as Chief Public Relations Officer and Deputy General Manager at CLW from January 2019 to August 2019. His tenure witnessed proactive communication strategies that enhanced the organization’s public image and facilitated effective dissemination of information regarding the achievements and initiatives of one of the country’s largest electric locomotive manufacturing units.
From August 2015 to January 2019, he worked as Deputy Chief Manager (Information Technology) in the East Coast Railway, Bhubaneswar, where he was actively involved in leveraging digital technologies to improve administrative efficiency and operational performance. His exposure to IT-enabled governance further strengthened his ability to integrate technology with public administration and institutional management.
Shri Choudhary’s educational credentials are equally distinguished and reflect his lifelong commitment to continuous learning. He earned his Master of Technology (M.Tech.) in Mechanical Engineering from the Indian Institute of Technology (IIT) Kanpur, providing him with a strong technical foundation that has supported his extensive career in railway administration.
Recognizing the importance of public policy in governance, he pursued a Master’s Degree in Public Policy and Management from the Indian Institute of Management Bangalore (IIM Bangalore) during 2012–2014. He also completed an Executive Programme in Public Policy Analysis at the prestigious Maxwell School of Citizenship and Public Affairs, Syracuse University, USA, enriching his understanding of policy formulation and evidence-based governance.
His pursuit of executive education has been exceptionally diverse. He has undertaken advanced management programmes at globally renowned institutions including INSEAD, focusing on customer strategies, the Indian School of Business (ISB) in Strategic Management, and the ICLIF Leadership and Governance Centre, Kuala Lumpur, strengthening his leadership and organizational management capabilities.
His international exposure includes specialized training in High-Speed Railway Management at Southwest Jiaotong University, China, reflecting his keen interest in global railway systems and emerging transportation technologies. He has also pursued specialized studies in procurement procedures for World Bank-assisted projects through the Administrative Staff College of India (ASCI), further enhancing his expertise in public procurement and project management.
Continuing his academic pursuits, Shri Choudhary is currently pursuing a Doctor of Philosophy (Ph.D.) in Organizational Behavior at IIT (BHU), Varanasi, demonstrating his commitment to advancing knowledge in leadership, organizational development, and institutional effectiveness. Additionally, he is enrolled in an Executive Programme in Forensic Science and Technology at the National Forensic Sciences University (NFSU), reflecting his growing interest in forensic applications relevant to vigilance, investigations, and governance.
